Grants and Nominations Tops the Adopted Resolutions for the 2nd Special Session

PALIKIR, POHNPEI. November 24, 2021, (CFSM-Pohnpei Delegation)- The Twenty-Second Congress of the Federated States of Micronesia concluded its Second Special Session with pending grants and the President’s pending nominations toping the congressional resolutions adopted. The session was held from November 15 to 19, 2021, during which Congress adopted the following congressional resolutions:

Congressional Resolution (C.R.) No. 22-46 - approved and accepted a grant in the amount of $250,000 from the United States Department of Health and Social Affairs, to fund the State Opioid Response (SOR) Project for the fiscal year starting October 1, 2021 and ending September 30, 2022, including all the terms and conditions of the assistance.

C.R. No. 22-51 - confirmed the nomination of Mr. John Chugen to serve as the FSM National Election Commissioner for Yap State.

C.R. No. 22-55 -approved and accepted a $706,745 grant from the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, Center for Substance Abuse Treatment, to fund and support the FSM Substance Abuse Prevention and Treatment (SAPT) Block Grant, including all the terms and conditions of the assistance.

C.R. No. 22-59 - approved and accepted a grant in the amount of $283,060 from the United States Department of Health and Human Services, Office of the Assistant Secretary for Preparedness and Response (ASPR), to assist the Government of the Federated States of Micronesia, Department of Health and Social Affairs, in its project entitled: “FSM Public Health and Hospital Emergency Preparedness”, including terms and conditions of the assistance.

C.R. No.22-60 - approved and accepted a grant in the amount of $197,151 from the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention (CDC), to assist the Government of the Federated States of Micronesia, Department of Health and Social Affairs, in its project entitled: “Immunization and Vaccines for Children”, including all the terms and conditions of the assistance.

C.R. No. 22-67-approved and accepted a grant in the amount of $140,000 from the United States Department of Health and Human Services, Centers for Disease Control and Prevention (CDC), to fund and support the FSM Department of Health and Social Affairs and its Behavioral Risk Factor Surveillance System Program, including all the terms and conditions of the assistance.

C.R. No. 22-68, C.D.1 -approved and accepted a $3,500,000 grant from the World Bank for the purpose of facilitating the preparation of proposed projects in the FSM according to the description of activities set out in the financing agreement, including all the terms and conditions of the assistance.

C.R. No. 22-69-approved and accepted a $234,421 grant from the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration to provide support to the FSM Block Grants for Community Mental Health Services, including all the terms and conditions of the assistance.

C.R. No. 22-70 -approved and accepted a grant in the amount of $500,000 from the United States Department of the Interior, Office of Insular Affairs (OIA), to fund the FSM Single Audit for FY2021 as required under the Amended Compact, including all the terms and conditions of the assistance.

C.R. No. 22-71-approved and accepted a $200,000 grant from the United States Department of Education, Office of Special Education Programs (OSEP), to provide support to the FSM Special Education Program FY-2022, including all the terms and conditions of the assistance.

C.R. No. 22-72-set the ceiling of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2022.

C.R. No. 22-74- confirmed the nomination of Mr. Jack Harris to serve as board member of the Federated States of Micronesia Social Security Board of Directors, representing Pohnpei State.

C.R. No. 22-75- which confirmed the nomination of Mr. Peter Garamfel to serve as a member representing the State of Yap on the Board of Directors of the National Oceanic Resource Management Authority (NORMA).

C.R. No. 22-76- requested the President to direct the appropriate departments to expedite the processing of payment for the vessel intended to service the people of Chuuk State.

C.R. No. 22-77- expressed the sincere condolences of the Twenty-Second Congress of the Federated States of Micronesia to the family and the people of the Republic of Palau at the passing of the Chairman of the Palau Council of Chiefs, Chief Ibedul Yutaka Miller Gibbons on November 4, 2021.

C.R. No. 22-78- confirmed the nomination of Mrs. Pelma Johnson Mingii to serve as a member of the Board of Regents of the College of Micronesia-FSM, representing the National Government.

Congressional Resolutions 22-58 and 22-73 were also considered but did not meet the required votes for passage. These resolutions were the nominations of Ms. Yuko Nakasone to serve as member of the National Oceanic Resource Management Authority (NORMA) Board of Directors, representing Pohnpei State and Mr. Salomon Saimon, ESQ. to serve as the Chief Justice of the Supreme Court of the Federated States of Micronesia.

After a lengthy deliberation on Friday November 19, 2021, Congress adopted Congressional Resolution 22-80, authorizing the President to resubmit the nomination of Ms. Yuko Nakasone to the National Oceanic Resource Management Authority Board of Directors before adjourning Sine Die.
