21st FSM Congress Resolutions

To amend Section 8 of Rule 6 of the Official Rules of Procedure of the Twenty-First Congress of the Federated States of Micronesia to provide that if the chairman of the Committee on Ways and Means is unavailable to preside at a committee hearing, the Vice Speaker shall perform the duties of the chairman in his absence.

To amend Section 5 of Rule 1 of the Official Rules of Procedure of the Twenty-First Congress of the Federated States of Micronesia to clarify the call to order procedure at the first session of each new Congress.

Approving and accepting a grant from the United States Department of Health and Human Services, Public Health Services Administration, in the amount of $368,300, to fund and support the FSM Department of Health and Social Affairs’ Family Planning Program, including all the terms and conditions of the assistance.

EXPRESSING THE DEEPEST SYMPATHY AND SINCERE CONDOLENCES OF THE TWENTY-FIRST CONGRESS OF THE FEDERATED STATES OF MICRONESIA TO THE FAMILY, RELATIVES, FRIENDS, AND THE ENTIRE MORTLOCKS REGION FOR THE UNTIMELY PASSING OF THE LATE HONORABLE ISIRO CHORAM.

Approving and accepting a grant from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), in the amount of $331,157, to fund and support the FSM Department of Health and Social Affairs and its Behavioral Health and Wellness Program (BHWP) for the Community Mental Health Services (CMHS) projects, including all the terms and conditions of the assistance.

Approving and accepting a grant from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), in the amount of $662,313, to fund and support the FSM Department of Health and Social Affairs and its Behavioral Health and Wellness Program (BHWP) in carrying out their Substance Abuse Prevention and Treatment (SAPT) services, including all the terms and conditions of the assistance.

Approving and accepting a grant from the United Nations Development Programme (UNDP) in the amount of $380,693.55, to fund and support FSM Department of Health and Social Affairs in its efforts relating to HIV and TB prevention, diagnosis, treatment, care, management and support, including all the terms and conditions of the assistance.

Approving and accepting a grant from the United Nations Children’s Fund (UNICEF) in the amount of $1,652,655, to fund and support the FSM Department of Health and Social Affairs in the implementation of the various health and social programs and in carrying out the Rolling Work Plan with UNICEF, including all the terms and conditions of the assistance.

Approving and accepting a grant from the United States Department of the Interior, Office of Insular Affairs (OIA), in the amount of $500,000, to fund and support the FSM’s FY2020 Single Audit, including all the terms and conditions of the assistance.

To confirm the nomination of Mrs. Gardenia Aisek to serve as the Secretary of the Department of Education of the National Government of the Federated States of Micronesia.

To approve and accept a grant in the amount of $235,000 from the U.S. Department of Health and Human Services, to fund the Universal Newborn Hearing Screening Program, including terms and conditions of the assistance.

To confirm the nomination of Mr. Emannuel Manny Mori to serve as a member of the Joint Trust Fund Committee representing the Federated States of Micronesia, pursuant to sections 215 and 216 of the Compact of the Free Association, as amended, between the Government of the Federated States of Micronesia and the Government of the United States of America.

Expressing the sincere condolences and sadness of the Congress of the Federated States of Micronesia to the family of the late Secretary of the Department of Health and Social Affairs, Dr. Livingston A. Taulung, at his passing.

Approving and accepting a grant in the amount of $420,946 from the U.S. Department of Interior, National Park Services, to provide historic preservation funding to support the FSM Office of National Archives, Culture and Historic Preservation, including all the terms and conditions of the assistance.
