10th FSM Congress Resolutions

Respectfully inviting the President of the Federated States of Micronesia to address the people and the Members of Congress on the State of the Nation during the First Regular Session of the Tenth Congress.

To approve the Fisheries Policy of the Federated States of Micronesia as the basis for Management, conservation and development of pelagic fisheries resources for the purpose of strengthening the contribution of commercial fisheries in the economy of the Federated States of Micronesia..

Ratifying the Air Transport Agreement between the Federated States of Micronesia and the Republic of the Marshall Islands.

Setting the ceiling of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997.

To ratify the "United Nations Convention on the Elimination of All Forms of Discrimination Against Women" (December, 1979), with reservations.

Confirming the nomination of Mr. Fred Sigrah as a member of the Social Security Board for the Federated States of Micronesia.

Authorizing the Legislative Counsel and Staff Attorneys of the Congress of the Federated States of Micronesia to represent its Public Information Officer in the lawsuit entitled O'Sullivan v. Panuelo, et al., Civil No. 1997-061

Declaring that Sherry O'Sullivan, who is not a citizen of the Federated States of Micronesia, is persona non grata in the Federated States of Micronesia.

To request the Department of External Affairs of the Federated States of Micronesia to investigate the nation's eligibility to participate in existing and future programs of either the United States Department of Defense or its affiliated departments, which provide technical assistance, or other wise contribute benefits.

Requesting the President to direct appropriate departments and offices to secure the services of medical specialists able to detect radiation injury afflicting certain citizens exposed to radiation during employment in the Marshall Islands, including Bikini, Enewetak and Rongelap under the Trust Territory of the Pacify Islands project.

Designating and appointing Brian N. Zanze to the position of Legislative Counsel to the Congress of the Federated States of Micronesia.

Expressing the gratitude of the Members of the Tenth Congress of the Federated States of Micronesia to the Staff Attorney for the Committee on Health, Education and Social Affairs, Ms. Anne Hall.

Expressing the gratitude of the Members of Congress to the people and the leaders of the State of Chuuk for the gracious hospitality shown to the Members and the staff of the Tenth Congress during the First Special Session.

Expressing the deep sorrow and profound sense of loss of the Members of the Tenth Congress of the Federated States of Micronesia at the passing of Mr. Hers Ngringeluong Tesei, Vice President for Support and Student Affairs for the College of Micronesia-FSM, and conveying heartfelt condolences to his family.

Conveying sincere condolences to the people of the State of Israel, and in particular to the families of those injured and killed by the senseless and unjustified bombing attack on July 30, 1997, directed against civilians in a Jerusalem marketplace, and expressing the deep sorrow and sense of outrage felt by the Members of the Tenth Congress of the Federated States of Micronesia upon learning of this tragic event.

Approving the 1997 State-Based Programs to Reduce the Burden of Diabetes in the Federated States of Micronesia grant application pursuant to section 211(2) of title 55 of the Code of the Federated States of Micronesia.

Expressing the deepest sympathy to the people of Korea, to his Excellency Kim Young Sam, the President of the Republic of Korea, and most especially to the families of the victims of the disastrous accident involving Korean Air Lines flight 801, that occurred in Guam on the morning of August 6, 1997, and resulted in a tragic loss of life.

Declaring a moratorium on supplemental budget appropriations in the 1998 fiscal year.

Respectfully inviting the President of the Republic of the Marshall Islands to address the Tenth Congress of the Federated States of Micronesia during its Second Regular Session.

To recognize the unique and significant contributions made to the people of the FSM by Mr. Jose E. Paulino, and to mourn his passing.

To request that the President recognize and anticipate the destructive potential of the El Nino weather condition by mobilizing the resources of the FSM National Government to form a task force to address the danger, to produce a plan of action to assist the areas affected and request assistance from donor agencies and countries and to distribute funding and technical assistance to the affected States.

Approving the FSM Substance Abuse Prevention and Treatment program grant application for the period beginning October 1, 1998, until September 1999.

Approving the FSM Community Mental Health Program grant application for the period beginning October 1, 1998, until September 1999.

Calling on the President to encourage Continental Micronesia, Inc., to extend its evening flights from Guam to Pohnpei to include a stop in the State of Kosrae, and to convey to Continental Micronesia, Inc., the request of the Kosrae State Legislature that such service be initiated.

Extending the duration of the Presidential Declaration issued by President Jacob Nena on February 13, 1998, in response to the adverse impacts of the El Nino weather phenomenon; until May 14, 1998, or such earlier time as determined by the President that such adverse impacts of El Nino no longer exist or create a state of emergency.

Respectfully requesting the President of the Federated States of Micronesia to enter into negotiations with one nation forlong term, exclusive fishing rights within the Federated States of Micronesia.

Calling for a one-year moratorium on execution and ratification of foreign fishing agreements granting purse seiners access to fisheries resources within the Exclusive Economic Zone of the Federated States of Micronesia.
