Expressing deepest appreciation to the Honorable Elias H. Thomas, Vice Speaker of the Congress of the Federated States of Micronesia, for his many years of devoted service to the Congress  and the people of the Federated States of Micronesia.

Expressing sincere gratitude and appreciation to the Honorable Daniel K. Akaka, Julian C. Nixon, and John T. Myers, and their accompanying staff and delegation, for visiting the Federated States of Micronesia, and thereby demonstrating their concern for the interests of the people of the Federated States of Micronesia.

Extending the congratulations and best wishes of the Congress of the Federated States of Micronesia to the Honorable Linter Hebel on the occasion of his elevation to the traditional title of Iso Nahnken of Kitti.

Expressing  a most sincere gratitude and appreciation to Seth Forman for his excellent and exemplary service to Congress and the Nation, and wishing him all possible success in the future.

Respectfully requesting the President of the Federated States of Micronesia to reactive the War Claims Task Force to study and investigate subsequent claims initiated after the Micronesian War Claims Commission and to respectfully focus on Pohnpei and the claims of the O.P.S.L. & J.O.O.P.,K and make report to the people of the Federated States of Micronesia.

Approving the revised BY 1989 Disaster Program Improvement Grant application pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia.

Expressing the deepest sympathy and sincere condolences to the family and friends of the late Nahnken of Kitti, Bernet Stephen, for his passing.

Approving the fiscal year 1989/1990 federal health grant application for the State Unit on Aging, Department of Human Resources from the U.S. Department of Health and Human Services, Title IV Aging Support Services Program, pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia.

Commending the staff of the Fifth Congress of the Federated States of Micronesia for their dedicated public service.

Informing Northwest Airlines of the existence, political status, and location of the Federated States of Micronesia.

Respectfully requesting the Speaker of the Congress of the Federated States of Micronesia to appoint Lorina Pernet to the position of Assistant Chief Clerk of the Congress.

Respectfully requesting the President to work with the Congress in order to prepare necessary amendments to Federated States of Micronesia immigration and entry permit laws and regulations so that citizens of Japan shall be permitted to enter the Federated States of Micronesia subject to the same types of terms and conditions under which citizens of the Federated States of Micronesia are permitted to enter Japan.

Directing the Committee on External Affairs to investigate and explore any and all assistance that may be available to the Federated States of Micronesia from the Pacific rim countries.

Extending the Fourth Regular Session of the Fifth Congress of the Federated States of Micronesia for 3 more days.

Expressing and extending the gratitude and sincere appreciation of the Congress of the Federated States of Micronesia to Mr. Henry Hickey for his dedication, service and contributions to the Federated States of Micronesia.

Respectfully requesting the President of the Federated States of Micronesia to study and report on the damage done by the high tides to the outer islands, lagoon islands, and island centers of each of the States of Kosrae, Pohnpei, Truk and Yap and to make appropriate action to study the long-term implications of the problem, to remedy the damage already caused, and to prevent further damage.

Expressing gratitude and appreciation of the Congress to Mr. K.P.N. Nair and to the International Monetary Fund for the services of Mr. Nair.

Approving the FY 1989 Historic Preservation Lighthouse grant application pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia.

Expressing sorrow and extending deepest sympathies and condolences of the Congress of the Federated States of Micronesia to the family and friends of the late Mrs. Sepe Nena.

Respectfully requesting the President of the Federated States of Micronesia to request from the United States Government technical assistance funds to help in the assessment and improvement of the Nation's educational and manpower development systems.

Confirming the nomination of Mr. Kun J. Olter to the position of National Election Commissioner for Kosrae State.

Expressing deepest sympathy and sincerest condolences to the family and friends of the late Honorable Joan N.Sigrah and the people of Kosrae.

Respectfully requesting the President of the Federated States of Micronesia to expeditiously seek from the Government of the United States appropriate and timely correction of the defects and deficiencies found in certain Capital Improvement Program projects throughout the Federated States of Micronesia.

Approving, pursuant to section 406 of title 24 of the Code of the Federated States of Micronesia, a fishing agreement concluded between the Micronesian Maritime Authority and certain Japanese fisheries associations.

Respectfully requesting the President of the Federated States of Micronesia to escalate and expedite his efforts with the United States Government, and the governments and private organizations of other nations, to obtain funding for the construction of a new college campus in the Federated States of Micronesia.

Approving, pursuant to section 210(2) of the title 55 of the Code of the Federated States of Micronesia, the FY 1989 United Nations Fund For Population Activities grant application in support of the Truk State Population Census.

Congratulating Robert Doucet for the production of his samizdat newsletter.

Urging the President of the Federated States of Micronesia to actively investigate and, if feasible, establish diplomatic, trade and economic relations with the Republic of China.

Approving the FY 1989 Pohnpei Community Health Center grant application pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia.

Approving the FY 1989 AIDS Program grant application pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia.

Approving the FY 1989 Sexually Transmitted Disease grant application pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia.

Commending Mr. Johnny Hawley of Continental/Air Micronesia for the invaluable services he has rendered to the people of the Federated States of Micronesia and to the Congress of the Federated States of Micronesia in his capacity as the City Manager of said Airlines for the State of Pohnpei.

Commending Mr. Gabriel Mori of Continental/Air Micronesia for the invaluable services he has rendered to the people of the Federated States of Micronesia and to the Congress of the Federated States of Micronesia in his capacity as the City Manager of said Airlines of the State of Truk.

Expressing the sincerest appreciation of Congress to Sintaro K. Ezra for his many years of dedicated service to the Congress of the Federated States of Micronesia and its predecessors, the Congress of Micronesia and the Interim Congress of the Federated States of Micronesia; and wishing him success and happiness in his new position as Philatelic Bureau Manager for the Federated States of Micronesia Postal Service.

Respectfully requesting the Congress and the President of the United States of America to provide, through appropriation of the United States Government, the remaining amount of funds to pay for the outstanding balance of adjudicated Micronesia War Claims.

Respectfully requesting the President of the Federated States of Micronesia to arrange for the National Government of the Federated States of Micronesia to retain an attorney to be stationed in Pohnpei whose primary responsibility would be advise the Government on its compliance with the Compact of Free Associations.

Approving the title IV Aging Support Services Program grant application pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia.

Requesting the President and the Congress of the Federated States of Micronesia to come up with a plan for establishing a post-secondary National vocational education training center in the Federated States of Micronesia.

Respectfully requesting the cooperation and expedient action of the National and State Governments in formulating and executing a plan for the payment of outstanding medical referral program obligations and to ensure that funds from section 216(a)(2) of the Compact of Free Association are used entirely for that purpose until all medical referral obligation payments are made current.

Authorizing the Committee on Judiciary and Governmental Operations of the Congress of the Federated States of Micronesia to investigate the actions of the Office of the President and Office of the Attorney General regarding the secretarial position in the Honolulu Liaison Office.

Expressing the concern and dissatisfaction of the Congress of the Federated States of Micronesia over Hanil Development Co., Inc.'s ineffective action on repeated requests by residents adjacent to the FSM Capital construction site to alleviate problems and inconveniences caused by the Capital construction project and further urging Hanil Development Co., Inc, to expediently and effectively address the complaints of these residents.

Approving the 1989 to 1991 United Nations Fund application for FSM Population Program, pursuant to section 210 of title 55 of the Code of the Federate States of Micronesia, as established by Public Law No. 2-68, and amended by Public Law No. 4-77.

Approving the FY 1988 Pacific Basin initiative Grant Application pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia, as established by Public Law No. 2-68, and amended by Public Law No. 4-77. 

Confirming the nomination of Mr. Damian Sohl to the position of member of the Board of Regents of the College of Micronesia.

Confirming the nomination of  Sebastian Anefal to the position of member of the Board of Regents of the College of Micronesia .

Expressing concern that the concept of diversity jurisdiction as set forth in subsection (b) of section 6 of article XI of the Constitution of the Federated State of Micronesia may not be appropriate for the current circumstances in our Nation, expressing the sense of Congress that further study needs to be done with the goal of making appropriate revisions to that subsection, and respectfully requesting the Supreme Court of the Federated States of Micronesia to refrain from exercising its diversity jurisdiction in land cases when this would be constitutionally permissible.

Approving the Goods and Services  Agreement  between  the  Micronesian Maritime Authority and the Federation of Japan Tuna Fisheries Co-operative Associations ,  the  National  Offshore  Tuna  Fisheries  Association of  Japan ,  the  Japan Far Seas  Purse  Seine Fisheries Co-operative Associations of Japan, dated July 11, 1988, and distributing the Goods and Services to be made available pursuant thereto.

Respectfully requesting the President of the Federated States of Micronesia or his designee to negotiate an agreement with the Governments of the Republic of the Marshall Islands and the Republic of Palau facilitating entry of citizens of the Federated States of Micronesia into those two nations and entry of their citizens into the Federated States of Micronesia.

Requesting the President of the Federated States of Micronesia to institute  as  a  priority  project  the the establishment at two safe and secure locations, one in Pohnpei State and another in the FSM Embassy in Washington, D.C., duplicate sets of all Compact negotiating records.

Confirming the nomination of Dr. Ansito Walter to the position of member of the Board of Regents of the College of Micronesia.

To proclaim  The  Population  Policy  of  the  Federated  States  of  Micronesia as a priority endeavor in this Nation,  and  thereby  promote  citizen awareness of the need to exercise the recommended strategies of the policy to reduce our extremely high population growth rate.

Expressing sorrow and extending deepest sympathies and condolences of the Congress of the Federated States of Micronesia to the family and friends of the late Kodaro Micky for his untimely passing.

Expressing sincere gratitude and appreciation to the Congress and President of the United  States of America for reinstating  Federated states of Micronesia citizen eligibility for the Pell Grants, the Supplemental Education Opportunity Grants , and the College Work-Study Program.

Expressing deep sympathy and sincere condolences to the family and friends of the late Honorable John F. Quan and to the people of the Territory  of Guam for his untimely passing.

Expressing sorrow and extending deepest sympathies and condolences of the Congress of the Federated States of Micronesia to the family of the late Senator Relio Yamada and the people of the State of Pohnpei.

Confirming the nomination of Mr. Hanson Sigrah to the position of member of the Board of Regents of the College of Micronesia.

Calling for a Third Special Session of the Fifth Congress of the Federated States of Micronesia, for not more than 14 calendar days, to be convened by the Presiding Officer on August 1, 1988.

Revising the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia for fiscal year 1988.

Expressing sorrow and extending deepest sympathies and condolences of the Congress of the Federated States of Micronesia to the family, friends, and the people of the State of Pohnpei for the untimely passing of the late Dr. Burton Jano.

Expressing the sense of the Congress that the recent compromise of legal claims against fishing boats suspected of fishing without licenses within the Extended Fisheries Zone of the Federated States of Micronesia reflect an unjustifiably lax enforcement policy, and respectfully requesting that the President be personally involved in the decision to settle any such claims out of court.

Respectfully recommending that the Attorney General of the Federated States of Micronesia obtain horses and police dogs for use by the Division of Security and Investigation.

Urging the President of the Federated States of Micronesia to undertake a complete and thorough review of all positions in the offices, departments, and agencies of the executive branch of the National Government to determine whether each such position is justified, and to improve the cost efficiency of the National Government by eliminating those positions which are not.

Confirming the nomination of Senator Kenchy James to the position of member of the Federated States of Micronesia Social Security Board.

Approving the 1988 to 1989 federal grant application for the Senior Community Services Employment Program (SCEP), pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia, as established by Public Law No. 2-68, and amended by Public Law No. 4-77.

Approving the fiscal year 1989 federal health grant application for the FSM Maternal and Child Health Improvement Project--System Development, pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia, as established by Public Law No. 2-68, and amended by Public Law No. 4-77.

Respectfully requesting the President of the Federated States of Micronesia to direct his special working group on the tax code to investigate the economic impact of replacing the gross revenue tax with a net profit tax with the objective of reworking the present tax system into one based on net profits in the near future.

Respectfully requesting the President of the Federated States of Micronesia to take all necessary action to turn over the ownership and use of the National Capital in Palikir to the Community College of Micronesia for use as their campus.

Confirming the nomination of Mr. Bethwel Henry to the position of Postmaster General of the Federated States of Micronesia.

Respectfully urging the President of the Federated States of Micronesia to take all necessary action to return to the State of Pohnpei and the proper landowners, all excess lands on the Capital Site in Palikir that are not absolutely necessary for the construction of the Capital and necessary infrastructure and whose ownership are in dispute.

Congratulating the Honorable Joab Sigrah for his confirmation as an Associate Justice of the Kosrae State Court, and wishing him success in his new position.

Expressing the deepest sympathy and condolences to the families and friends of those persons who passed away in the Republic of the Philippines as a  result of Typhoon Nina. 

Respectfully requesting the President of the Federated States of Micronesia to convene a Working Group composed of public health officials and others, to investigate the incidence and long -term effects of smoking among the young people of the Federated States of Micronesia and to propose needed legislation to discourage the use of tobacco products among our youth.

Expressing deep gratitude to the people of the State of Kosrae for their immediate and generous outpouring of emergency food, clothing medical assistance, supplies and materials in response to the devastation in the State of Truk caused by Tropical Storm Nina.

Expressing deep gratitude to the people of the State of Pohnpei for their immediate and generous outpouring of emergency food, clothing, medical assistance, supplies and materials in response to the devastation in the State of Truk caused by Tropical Storm Nina.

Expressing deep gratitude to the people of Guam for their immediate and generous outpouring of emergency food, clothing , medical assistance, supplies and materials in response to the devastation in the State of Truk caused by Tropical Storm Nina.

Expressing deep gratitude to the people of the Northern Marianas Islands for their immediate and generous outpouring of emergency food, clothing, medical assistance, supplies and materials in response to the devastation in the State of Truk caused by Tropical Storm Nina.

Directing the Committee on Resources and Development of the Congress of the Federated States of Micronesia to investigate the activities of the International Bridge Company as they relate to its work on and contracts for State capital improvement projects in the State of Kosrae.

Expressing deep gratitude to the people of the State of Yap for their immediate and generous outpouring of emergency food, clothing medical assistance, supplies and materials in response to the devastation in the State of Truk caused by Tropical Storm Nina.

Informing the President of the United States, the President of the United States Senate and the Speaker of the United States House of Representatives of the discrimination which has been practiced by the United States as Administering Authority in Micronesia and the fact that the United States District Court found that such discrimination  took place and requesting that the United States Congress enact legislation appropriating sufficient funds to satisfy the judgment of the District Court and to take expeditious action to fairly and finally resolve this matter.

Expressing great concern and deep disappointment regarding the operations of the International Bridge Company which led to the collapse of Mutunnenea Bridge in Kosrae State.

Commending and congratulating John Gusmad on his outstanding performance in representing the Federated States of Micronesia at the art and cultural interchange of the 27th South Pacific Conference held in Noumea, New Caledonia.

Requesting the President of the Federated States of Micronesia to utilize available assistance and funds for the replanting of crops destroyed by Typhoon Nina in Faichuk, State of Truk.

Requesting the President of the Federated States of Micronesia to amend the Passport Regulations of August 15, 1987, to make Members of the Congress of the Federated States of Micronesia and their spouse and associate justices of the FSM Supreme Court and their spouses and associate to hold diplomatic passports and to delete section 3.2 (a) (ix) from the list of those eligible to possess diplomatic passports.

Expressing the deepest sympathy and condolences to the families and friends of those persons who passed away as a result of Typhoon Nina.

Approving the philatelic agreement between the Government of the Federated States of Micronesia and the Inter-Government Philatelic Corporation.

Requesting the President of the Federated States of Micronesia, in the wake of the devastation caused by Tropical Storm Nina, to urge the United States Government to reinstate and continue the emergency food supplement programs of the United States Department of Agriculture.

Directing the Department of External Affairs to request an expansion of the Farmers Home Administration program for citizens of the Federated States of Micronesia.

Extending the sincerest thanks of the Congress to Mr. Bernard Helgenberger, former Secretary of the Department of Resources and Development, for his years of meritorious public service to the people pf the Federated States of Micronesia.

Approving the Goods and Services Agreement between the Micronesian Maritime Authority and the Federation of Japan Tuna Fisheries Association of Japan, the Japan Far Seas Purse Seine Fishing Association, and the Federation of North Pacific District Purse Seine Fisheries Co-operative Associations of Japan, dated October 4, 1987, and distributing the Goods and Services to be made available pursuant thereto.

Extending the Second Regular Session of the Fifth Congress of the Federated States of Micronesia for 2 more days.

Approving the fiscal year 1988 federal health grant application for supplemental funding of the AIDS Prevention Project, pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia, as established by Public Law No. 2-68, and amended by Public Law No. 4-77.

Approving the fiscal year 1988 Community  Health Center application, pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia, as established by Public Law No. 2-68, and amended by Public Law No. 4-77.

Requesting a report and an evaluation from the Office of Education on the status of the public educational system in the Federated States of Micronesia, the performance of students in the public educational system as compared to students in other school system, and on actions being planned and executed to improve the public educational system.

Confirming the nomination of Mr. John Sohl as a member of the Board of Directors of the Telecommunications Corporation of the Federated States of Micronesia.

Inviting the President to form a National Commission of Foreign Labor to study the employment of noncitizens by domestic private sector employers, and to report its findings and recommendations for legislation for the purpose of discouraging such employment.

Approving the fiscal year 1988 federal health grant applications for Sexually Transmitted Disease Prevention and Control, and Childhood Immunization, pursuant to section 210(2) of title 55 of the Code of the Federated Sates of Micronesia. As established by Public Law No. 2-68, and amended by Public Law No. 4-77.

Approving the Fiscal year 1988 grant application for Consolidated Environmental Programs, pursuant to section 210(2) of title 55 of the Code the Federated States of Micronesia, as established by Public Law No. 2-68, and amended by Public Law No. 4-77.

Setting Forth the official score of the softball game played between the Congress and the Executive Branch to commemorate the first celebration of Independence Day.

Approving the fiscal year 1988 Block Grant application for Preventive Health and Health Services Block Grant, Pursuant to section 210(2) of title 55 of the Code of the Federated States of Micronesia, as established by Public Law No. 2-68, and amended by Public Law No. 4-77.

Requesting the President of the Federated States of Micronesia to convene a Federated States of Micronesia Economic Conference bringing together the political leaders and planning, economies, and development experts of both the State governments and the National Government, and the business leaders of the FSM private sector, to confer regarding economic development issues.

Approving the assumption by the Federated Sates of Micronesia Telecommunication Electrification Administration in the maximum principal amount of $41,000,000.

Ratifying the "Treaty Among the Governments of the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau Regarding the College of Micronesia.

Respectfully urging the President of the Federated States of Micronesia and the Secretary of the FSM Department of External Affairs to place more emphasis on economic development as a national priority by encouraging the promotion of foreign investment by the various liaison offices ("LNO Offices") of the Federated States of Micronesia, and by the creation of a new position of development officer in each LNO office for such purposes.

Welcoming the Honorable Michael Wigant and the staff of the U.S. Representative Office to the Federated States of Micronesia.

Approving Amendment No. 2 to the "Memorandum of Understanding with respect to the Division of Grant Assistance under the Compact of Free Association among the National and State Governments of the Federated States of Micronesia."

Expressing the deepest sympathy and condolences to the family and friends of the late Chief Fernando Falewaath and the people of Yap State for his untimely passing.

Respectfully  requesting the President of the Federated States of Micronesia to exercise his authority under subsection (11) of section 107 of title 50 of the Code of the Federated States of Micronesia to make a finding that the continued presence of Fedrick L. Ramp and R. Barrie Michelson in the Federated States of Micronesia is not in the best interests of the Government of the Federated States of Micronesia.

Requesting the Public Auditor's Office of the Federated States of Micronesia to conduct an audit of all public projects receiving funds through appropriations made by the Congress of the Federated States of Micronesia, but which projects have not been, to date, audited.

Respectfully requesting the President of the Federated States of Micronesia and the Department of External Affairs and its Honolulu Liaison Officer to negotiate with appropriate officials from the State of Hawaii in the United States of America concerning recognition in Hawaii of drivers' licenses issued by the Federated States of Micronesia and its four States.
