Expressing the gratitude of the people of the Federated States of Micronesia to the Honorable Peter M. Christian for his many years of dedicated service as a member and Speaker of the Congress of the Federated States of Micronesia.

Expressing the sadness and condolences of the Fourteenth Congress of the Federated States of Micronesia at the passing of the First President of the Federated States of Micronesia the Honorable Tosiwo Nakayama.

Endorsing the Stamp and Philatelic Agency Agreement between the Federated States of Micronesia and the Inter-Governmental Philatelic Corporation.

To approve a technical assistance grant from the U.S. Department of the Interior to provide funds to implement the "FSM Machine Readable Passports" modernization project.

Expressing concern over the torment and cruelty appearing in broadcast images of recent executions carried out in the state of Iraq and calling upon the nations of the world to eliminate abuse and torment in carrying out executions.

Thanking the U.S. Naval Mobile Construction Battalion One personnel for their dedicated services in the Federated States of Micronesia during their deployment to conduct an HA-FSM Water Well Drilling Project.

Authorizing the President to resubmit the nomination of Mr. Aaron Sigrah to be a member of the COM-FSM Board of Regents.

Congratulating Mr. Shinzo Abe for his nomination as Prime Minister of Japan.

Confirming the nomination of Mr. Ignatius Manglay to be a member on the Board of Directors of MiCare (the National Government Employees' Health Insurance Plan).

Confirming the nomination of Dr. Merlynn Abello-Alfonso to be a member on the Board of Directors of MiCare (National Government Employees' Health Insurance Plan).

Approving the 2005/2006 agreement between the National Oceanic Resource Management Authority and the Federation of Japan Tuna Fisheries Co-operative Association, National Offshore Tuna Fisheries Association of Japan and Japan Far Seas Purse Seine Fishing Association, Concerning the Supply of Goods and Services for the Development of Fisheries of the Federated States of Micronesia for the Period from 10^th August 2005 to 9^th August, 2006.

Requesting the President of the Federated States of Micronesia to accelerate implementation of the plan to designate the FSM as a “World Park”

Requesting the President of the Federated States of Micronesia to undertake discussions with the United States regarding continuing eligibility of the FSM for projects funded through the Airport Improvement Program (AIP) of the US Federal Aviation Administration.

Calling on the President to recall the Ambassador to the United States and to take action to resolve management problems at the embassy in Washington.

Expressing the profound appreciation of the Congress of the Federated States of Micronesia to the government and people of the State of Kosrae for hosting the Second Special Session of the Fourteenth Congress of the Federated States of Micronesia.

Setting the ceiling of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2006.

Urging the Governments of the States of the Federated States of Micronesia, namely the appropriate State authorities of Yap, Chuuk, Pohnpei and Kosrae, to consider legislation that will make it a criminal offence to intentionally or recklessly cause another person to contract the human immunodeficiency virus (HIV).

Urging the President of the Federated States of Micronesia to confer with the United States of America regarding claims of FSM citizens for medical problems caused by US Nuclear Testing.

Requesting the President of the Federated States of Micronesia to direct the Department of Health, Education and Social Affairs (HESA) to finalize and prepare to implement an avian influenza pandemic preparedness and response plan.

Confirming the nomination of Mr. Jolden Johnnyboy to be a member on the Board of Directors of the Telecommunications Corporation (Telecom).

Thanking the People’s Republic of China for the newly-completed headquarters of the Tuna Commission, and reiterating the Congress’ support for the One-China Policy.

Confirming the nomination of Herry Silo to serve as National Election Commissioner for the State of Chuuk.

Expressing the sadness of Congress at the untimely passing of Mr. Emilio C. Musrasrik and recognizing his years of dedication and service to the Government and people of the Federated States of Micronesia.

Calling on the President of the Federated States of Micronesia to enforce the agreement on disbursement of Compact I capital project funds among the state and municipal governments of Chuuk State.

Thanking Ms. Lourdes Pangelinan, outgoing Director-General of the Secretariat of the Pacific Community, for her distinguished service to Pacific Island Countries and for her contribution to the Federated States of Micronesia.

To approve the Agreement, executed on November 28, 2005 between the Government of the Federated States of Micronesia and the Government of the People's Republic of China, for the generous grant in the amount of US $2,500,000.00 by the Government and People of the Peoples Republic of China to the Government and People of the Federated States of Micronesia.

Approving the transmittal of chapter four of the Strategic Development Plan entitled "Public Sector Management" to the Joint Economic Management Committee.

Expressing gratitude and appreciation to Mr. Mataro Heldart for his many years of service, commitment, and dedication in his employment with the National Government of the Federated States of Micronesia.

Expressing the concern of Congress over the recent agreement dated October 22, 2005 with the Korea Deep Sea Fisheries Association, and urging NORMA to renegotiate the agreement within one year.

Calling on the President of the Federated States of Micronesia to make development of alternative energy sources a priority for the nation and to request the President and Pohnpei State officials to consider proposing rehabilitation of the Nan Pil hydroelectric facility in Pohnpei State in future Compact Infrastructure grant funding requests and for funding under new United States Government initiatives.

Approving an Access Agreement for Domestic Based Foreign Fishing Vessels dated November 18, 2005 between the National Oceanic Resource Management Authority and National Fisheries Corporation.

Designating and appointing Mr. T. Lam Dang to the position of Legislative Counsel to the Congress of the Federated States of Micronesia.

First Special Session

To shorten the First Special Session of the Fourteenth Congress of the Federated States of Micronesia.

Requesting the President of the Federated States of Micronesia to direct the Department of Justice to investigate whether any former or current members of the board of directors of the Micronesia Longline Fishing Corporation ("MLFC") may be personally liable, either civilly or criminally, for any actions taken in respect of MLFC.

Confirming the nomination of Mr. Eric Marar to be the National Election Commissioner in the State of Chuuk.

Confirming the nomination of Mr. Charles Chieng to serve as a member of the FSM Social Security Board.

Approving the Foreign Fishing Agreement between the National Oceanic Resource Management Authority and Korea Deep Sea Fisheries Association.

Extending the First Special Session of the Fourteenth Congress of the Federated States of Micronesia for seven additional days.

Confirming the nomination of Ms. Marstella E. Jack to be the Secretary of the Department of Justice.

Confirming the nomination of Mr. Epel Ilon to be the Head (Director) of the Office of Compact Management.

Confirming the nomination of Mr. Sebastian Anefal to be the member of the Compact Management Board.

Confirming the nomination of Mr. Nick Andon to be a member of the Compact Management Board.

Confirming the nomination of Mr. Jack E. Yakana to be a member of the Social Security Board of Trustees.

To approve a technical assistance grant from the U.S. Department of Interior to train, reconcile and conduct an evaluation of the overseas medical referral program and tertiary provider claims in Hawaii.
