4th Regular Session extends Emergency Declaration to August

PALIKIR, POHNPEI. May 27, 2022 - The 22nd Congress of the Federated States of Micronesia virtually convened on May 4, 2022, and was extended beyond the regular 20-day session for an additional 5 days through CR 22-130 to further address matters of importance pending the Nation.  

Continuing with congressional resolutions, the Congress approves CR 22-125 further extending the President’s Public Health Declaration. Unless sooner revoked by Congress, this Emergency Declaration is in effect until August 1st, 2022, with no further amendments.

Through the adoption of CR 22-123, the Congress sets the ceiling of $107,175,505 as the estimated funds available for appropriation from the Nation’s General Fund for the fiscal year ending September 30, 2022, inclusive of the Supplemental Educational and Compact Sector grants.

CR 22-127 is a grant approved by the Congress in the amount of SDR 25,400,000 (Special Drawing Rights) from the World Bank to fund the FSM Project entitled “Strategic Climate-Oriented Road Enhancements (SCORE) Project" under the Pacific Climate Resilient Program; similarly, CR 22-109 is an approved grant by the Congress in the amount of SDR 3,600,000 (Special Drawing Rights) from the World Bank, giving additional funding to the FSM Project entitled “ Strengthening Public Financial Management (PFM)"; including all terms and conditions of the assistance.

CR 22-122 is a congressional grant approved by the Congress in the amount of $16,258.55 from the United Nations Educational, Scientific and Cultural Organization (UNESCO) to fund and support FSM Office of National Archives, Culture and Historic Preservation (NACH), including all the terms and conditions of the assistance.

Two grants from the U.S. Department of Health and Human Services, Health Resources and Services Administration(HRSA) were approved by the Congress,  is CR 22-126 in the amount of $109, 991 to fund the FSM Maternal Child Health Care Program and its services for the period from December 4, 2021, to February 18, 2022; the other grant is CR 22-121 in the amount of $104,350 covered the period from February 19, 2022 to April 30, 2022; including all terms and conditions of the assistance.

In regards to nominations, CR 22-128 is a congressional resolution authorizing the President to resubmit the nomination of Mr. Samson E. Pretrick  to serve as a member of the MiCare Board of Directors, representing the National Government; by the same token, CR 22-129 is a congressional resolution authorizing the President to resubmit the nomination of Mr. Paulino Rosario to serve as a member of the MiCare Board of Directors, representing the state of Pohnpei.

The Fourth Regular Session was originally scheduled for 20-days as prescribed by law, but due to issues that remained outstanding with the Body, the session was extended through Congressional Resolution CR22-130.  Through the resolution the Congress adjourned on May 27, 2022. Unless a special session is earlier called by the Speaker, the next Regular Session of the Congress is scheduled for September 12, 2022.
