Congress Adjourns Session with the Passage of the FY2022 Budget

PALIKIR, POHNPEI – October 14, 2021The 22nd Congress of the Federated States of Micronesia adjourned its Second Regular Session on October 8, 2021 with the passage of measures for a new national budget and a supplemental budget for FY2021, among many others.

As convened on September 13, 2021, the 2nd Regular Session was to foremost pass the FY2022 operations budget for the National Government and address other matters pending before the body. The Congress passed Congressional Act (CA) 22-40to appropriate a national budget for FY2022 in the amount of $69,582,358 to address operations of all branches of the National Government, its agencies, various programs, grants, subsidies and contributions and Capital and Human Resources Development.

On a budget related matter, Congress had passed CA 22-41 for $65,000 to supplement the FY2021 budget and CA 20-35 to extend the lapse dates of funds beyond FY2021 previously appropriated therein to fund public projects and social programs for the people of Kosrae, Pohnpei, Chuuk & Yap States, and for other purposes.

A measure of note was the passage of CA 22-45 that addresses the vacancy left by the late Senator Derensio S. Konman, the act is to appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2021, for the purpose of funding a Special Election to fill the vacant seat within the FSM Congress.

CA 22-51 is a congressional act to amend section 131 of title 52 of the Code of the FSM to clarify certain provisions relating to the reclassification of Public Service System positions, and for other purposes.

CA 22-39 is a congressional act amending section 609A of title 55 of the Code of the FSM to extend the expiration date of the Tourism Sector Mitigation Fund; similarly, CA 22-52 is an act to amend section 9 of Public Law No. 131, to change the language in the funding previously appropriated to fund Enhancing Tourism for the state of Kosrae, and for other uses and purposes.

CA 22-38 is an act to appropriate the sum of $2,500,000 from the General Fund of the FSM National Government for the fiscal year ending September 30, 2021, for the purpose of funding the Low Income Household Support Program, and for other purposes.

The remaining Acts were for grass root level projects and social programs in the four states to make either changes to the use of funds previously appropriated or to make changes to the allottees of those funds.

Congress passed CA 22-36, CA 22-37, CA 22-50 & CA 22-53, and changed the use or allottee of certain funds previously appropriated for public projects and social programs for the people of the state of Pohnpei while CA 22-49 was for the same intent directed to the state of Yap. Specific to Chuuk State, for previous public projects and social programs for the people of the state, the Congress passed CA 22-43, CA 22-46 CA 22-47.

CA 22-48 is a congressional act to further amend section 12 of Public Law No.21-42 to change the allottee for certain funds for the fiscal year ending in September 30, 2020.

CA22-44 is to appropriate the sum of $4,200,000 from the General Fund of the FSM for the fiscal year ending September 30, 2021 for the purpose of funding public projects and social programs for the people of Kosrae, Pohnpei, Chuuk & Yap states, and for other purposes.

All the Congressional Acts have been transmitted to the President to be signed into law.
