Creating a Special Investigating Committee pursuant to chapter 4 of title 3 of the Code of the Federated States of Micronesia to investigate the administration and management of funds appropriated or otherwise provided for the Community College of Micronesia in fiscal years 1982, 1983, and 1984 by the Federated States of Micronesia and to report its findings and recommendations to the Congress of the Federated States of Micronesia for appropriate action within 30 days of the adoption of this resolution.

Calling for a Fourth Special Session of the Third Congress of the Federated States of Micronesia, to be convened at a date and for a duration to be set by the Presiding Officer during either the month of December 1984 or the first 2 weeks of January 1985.

Requesting the President of the Federated States of Micronesia to call a convetion of the entrepreneurs of the Federated States of Micronesia to discuss possible approaches to accelerate the economic development of the Federated States of Micronesia.

To uniformly authorize that the sum of $214, 263 be taken from the Trust Territory Social Security Retirement Fund for the purpose of supplementing the transition expenses of the Trust Territory Social Security administration for fiscal year 1985.

Congratulating the President and the State Governors for the successsful Sixth Chief Executives' Conference recently concluded in the State of Ponape.

Commending public safety officers from the Federated States of Micronesia upon their graduation from the FBI Academy in Quantico, Virginia.

Requesting the President of the Federated States of Micronesia and the Governor of the State of Truk to take all action possible to remedy the problems of the Truk State Hospital.

Respectfully requesting the President of the Federated States of Micronesia to join with the Congress of the Federated States of Micronesia in establishing a joint task force to study the issue of compensation and benefits for National Government employees

Commending Public Safety Officers from the Federated States of Micronesia upon their graduation from the Micronesian Police Academy in Sitka, Alaska, and expressing appreciation to Mr. Bill Stinnett for coordinating the program.

Requesting the United States Congress to pass new legislation which would set aside the limitations for filing claims, the realses of liability, and the acceptances of final settlement, which were established and executed prusuant to the Micronesian Claims Commission to receive, examine, adjuicate, and ensure the full payment of claims of Federated States of Micronesia citizens who suffered damages arising out of the Second World War and other incidents involving the United States  and Japan.

Requesting the United States Congress to appropriate sufficient funds to ensure full payment of all Federated States of Micronesia citizen claims adjudicated under the Micronesian Claims Act of 1971, and not wait for the Government of Japan to first appropriate funds for such purposes.

Acknowledging the vital role that the Hawaii Job Corps Center has played in the manpower development of the Federated States of Micronesia and expressing sincere and profound appreciaton to the Hawaii Job Coprs, and the staff thereof for playing such a vital role in this young nation's development.

Directing the Committee on Judiciary and Governmental Operations of the Congress of the Federated States of Micronesia to explore and to investigate the selling practices of Mobil Oil Micronesia, Inc., within the Federated States of Micronesia and also to explore and to investigate reported or suspected violations of Naitonal immigration and naturalization laws and policy.

Congratulating Leo A. Falcam, Jr., for his successful completion of the Marine Corps Officers Program and the Marine Corps Flight Training Program.

Inviting Aloha Airlines to operate air services to, from, and within the Federated States of Micronesia.

Extending congratulations and warm greetings to the Honorable Sala Burton on her election to the House of Representatives, United States Congress, succeeding her late husband, the Honorable Phillip Burton. 

Ratifying an amendment to the Convention establishing the South Pacific Forum Fisheries Agency.

Requesting the President of the Federated States of Micronesia and the High Commissioner of the Trust Territory of the Pacific Islands not to distribute to the people of the Faichuk area in the State of Truk foodstuffs made available by the united States Department of Agriculture (USDA) feeding programs for the Federal Emergency Management Administration through the Trust Territory Government to assist the citizens of the Federated States of Micronesia as a result of the recent drought. 

Confirming the nomination of Luey K. Luey as a member of the Board of Directors of the Federated States of Micronesia Development Bank.

Requesting the High Commissioner and the Attorney General of the Trust Territory of the Pacific Island to take all steps necessary to guarantee that the owners of lands held under indefinite land use agreements who received compensation for the past use of their parcels up to October31, 1978, and that the owners of lands held under indefinite land use agreements who received or are waiting or receive compensation for the past use of their parcels up to October 31, 1981, be paid for the use of their lands subsequent to those dates until the termination of the indefinite land use agreements.

Respectfully requesting the President of the Federated States of Micronesia to take all steps necessary to complete construction of the airport on Ta Island and the port and transshipment facilities on Lukunor Island in Truk State. 

Requesting the Office of the Attorney General of the Federated States of Micronesia to assign a well trained and experienced investigator to the State of Yap to investigate major crimes as well as to help the Yap State police investigate other crimes.
