Requesting the High Commissioner of the Trust Territory of the Pacific Islands to forthwith transfer to the National Government of the Federated States of Micronesia its share of the assists of the Trust Territory Copra Stabilization Board, and further requesting the President of the Federated States of Micronesia to take appropriate legal action if necessary to ensure said transfer.

Ratifying the Fishing Agreement and the Goods and Services Agreement recently concluded between the Micronesian Maritime Authority and the Federation of Japan Tuna Fisheries Co-operative Associations, the National Federation of Fisheries Co-operative Associations, the Japan Far Seas Purse Seine Fishing Association, and the Federation of North Pacific District Purse Seine Fisheries Co-operative Association of Japan.

Extending the congratulations and best wishes of the people of the states of Yap. Truk, Ponape, and Kosrae in the Federated States of Micronesia to the Honorable Ronald Reagan on the occasion of his inauguration as 40th President of the United States of America and inviting the President and his cabinet to visit the capital and states of the Federated States of Micronesia.

Expressing gratitude to the Guam Legislature for the invaluable assistance and wonderful hospitality extended to the Committee on Judiciary and Governmental Operations throughout the Committee's stay on Guam to investigate the nomination of Richard H. Benson as Associate Justice of the Supreme Court of the Federated States of Micronesia.

Requesting the Personnel Officers to review, in consolation with all concerned officers of the government, the pay levels assigned to attorney positions in the National Government.

Respectfully requesting the President to promulgate regulations to implement the National Public Service System Act prior to the convening of the Fourth Regular Session of the First Congress of the Federated States of Micronesia.

Requesting the Congress of the United States to enact FY 1980 and FY 1981 supplemental funding proposals for the National Government of the Federated States of Micronesia and for increased fuel costs which were requested by the United States Department of the Interior but have not been forwarded to the Congress by the Office of Management and the Budget.

Urging the Governments of the United States of America and of the Trust Territory of the Pacific Islands to take whatever action is necessary to relieve the financial crisis now existing in the Federated States of Micronesia.

Respectfully requesting the United States Government to expedite the appropriation of funds authorized by United States Public Law No. 94-255, so that, among other projects, improved facilities for the Community College of Micronesia may contracted in the Palikir region of the state of Ponape.

Requesting that the President of the Federated States of Micronesia cause to be conducted a study regarding the feasibility of establishing a wood pulp processing plant for the manufacture of paper within the Federated States of Micronesia.

Confirming the nomination of Mr. John A. Brackett for the position of Public Defender.

Confirming the nomination of Mr. C. King as Chief Justice of the Supreme Court of the Federated States of Micronesia.

Expressing the Congress' strong opposition to any use of the Trust Territory of the Pacific Islands or the Pacific Basin as a nuclear dumping site.

Authorizing the Ways and Means Committee of the Congress to join the Committee on Health, Education and Social Affairs in the discussion and review of the future of the Trust Territory Social Security Program.

Requesting the Commission on Future Political Status and Transition to consider seriously the inclusion of the subject of funding for the Social Security Prior Service Benefits, including administrative costs, for discussion in the next negotiating round.

Respectfully requesting the United States Postal Services to authorize customs inspections of mail addressed for delivery in the Federated States of Micronesia by Customers and Revenue Officers of the National Government of the Federated States of Micronesia.

Respectfully urging the Secretary of the Interior and the High Commissioner to pursue all means necessary to complete the capital improvement projects identified in the document entitled "Second Level Capital Improvement Program."

Relating to a request to the Governors and Legislatures of the States of Yap, Truk, Kosrae and Ponape to join the Government of the Federated States of Micronesia in investing in the Federated States Development Bank.

Authorizing and directing the Committee on Health, Education and Social Affairs to conduct a study of alternatives to referring patients to hospitals in Guam, Honolulu, or San Francisco.

Relating to the transfer of prime sponsorship under the Comprehensive Employment and Training Act to the government of the Federated States of Micronesia.

To uniformly authorize that such sums as may be approved by the Standing Committee on Ways and Means of the First Congress of the Federated States of Micronesia be taken from the Trust Territory Social Security Retirement Fund for the purpose of defraying the operational and contingent expenses of the Trust Territory SoCall Security Administration for Fiscal Year 1981.

Congratulating the Honorable Donald F. McHenry on his appointment as the Untied States Permanent Representative to the United States.

Expressing the support of the Congress of the Federated States of Micronesia for the recommendations of the Commission on Future Political Status and Transition regarding certain Federal Programs of the United States.

Requesting the President of the Federated States of Micronesia to investigate and consider other suppliers of fuel for the Federated States besides Mobil Oil Company.

Requesting the High Commissioner of the Trust Territory, Adrian P. Winkel, to reorganize the Trust Territory Economic Development Loan Fund in order to decentralize its administration and management, and to allocate its assets on a per capita basis among the Governments of the Federated States, Palau and the Marshall Islands.

Urging the United States Congress to appropriate sufficient funds during FY 1980 for transition expenses of the Federated States of Micronesia, for renovating and upgrading the present communication system in the Trust Territory, and for paying claims against the Trust Territory and United States Government for their use an occupation of private lands in Micronesia.

Approving and adopting the report of the former Joint Committee on Programs and Budget Planning, as transmitted by the Committee on Ways and Means, concerning the fiscal Year 1981 budget for the Federated States of Micronesia.

Requesting the President of the Federated States of Micronesia to authorize an Investigation into the affairs of the Ponape Development Bank.

Ratifying the Agreement Establishing the South Pacific Bureau for Economic Co-operation.

Adopting an official Seal for the Congress of the Federated States of Micronesia.

Declaring that state appropriations shall be based on population and need (Akapito).

Requesting that the assets of the Economic Development Loan Fund be transferred to the Micronesian Development Bank.

Urging the Commissioner of the U.S. Internal Revenue Service to immediately withdraw Revenue Ruling 68-600 and issue a new ruling to affirms that U.S citizen employees of the government of the Federated States of Micronesia and its states are not employees of agencies or instrumentalities of the United States Government.

Requesting and audit of the Interim Congress General Fund and its successor.

Strongly urging the United States Government to cancel any plans it may currently have, as well as any plans it may be developing, relative to the storage or disposal of nuclear wastes in the Pacific Basin;

Authorizing a study on pay plans and housing policies for the Congress staff (Setik).

Commending Congressional  Journal Clerk Joan Boileau for her unselfishness and loyalty.

Requesting membership in the Asia-Pacific Broadcasting Union (Thomas)

Requesting the UNDP to initiate a cost-of-living index study in the Federated States of Micronesia.

Authorizing the Judiciary and Governmental Operations Committee to undertake the responsibility of administrative appointments (Akapito)

Respectfully requesting the Secretary of Interior, the Director of the Office of Territorial Affairs and the High Commissioner to ensure that sufficient funding and equipment accompany the transfer of an executive function so as to protection or impairment of said function.

Requesting the Community College of Micronesia to establish an advanced level training program for secretaries, clerks and stenographers.

Authorizing the Standing Committee on Resources and Development of the Congress of the Federated States of Micronesia to assume the duties and responsibilities relating to the United Nations Development Programs.

Expressing deepest sympathy and sincere condolences to the family, friends, and the people of the State of Maryland and the entire United States for the untimely passing of the late Honorable Rogers C.B. Norton.

Authorizing and directing the Standing Committee on Ways and Means of the Congress of the Federated States of Micronesia to assume the duties and responsibilities relating to war claims and other matter formerly assigned to the Joint Committee on Program and Budget Planning, and such other matters related thereto.

Requesting the President of the University of Guam and the Director of the Marine Laboratory of the University of Guam to investigate the possibility of the cultivation of living marine resources on Pulusuk Island, State of Truk, Federated States of Micronesia.

Requesting federal assistance grants for Micronesian students in the U.S. to be included in the Compact of Free Association (Thomas)

Extending the sincere and deep appreciation of the Congress of Federated States of Micronesia to Mr. Leo Etscheit for his kind generous gifts to support the public good and the welfare of Micronesians in the State of Ponape.

Inviting the Bank of Hawaii to establish a branch office in Kosrae and requesting assistance of the UNDP Project Manager.
