To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of funding the annual donation by the FSM to the Pacific Island Health Officers Association, and for other purposes.

To further amend title 9 of the Code of the Federated States of Micronesia, as amended, by amending section 108, as amended by Public Law No. 5-70, and by amending section 704, as amended by Public Laws Nos. 5-70 and 8-97, and by amending section 705, as amended by Public Law No. 8-97, for the purpose of improving absentee ballot procedures by requiring a person voting through absentee ballots to submit a certified affidavit, requiring return of a n absentee ballot to the national election commissioner through mail only, requiring receipt of an absentee ballot by the national election commissioner no later than three days after the day of election, requiring certification of the affidavit, and invalidating an absentee ballot that does not meet statutory requirements, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of funding local counterpart support for the Economic Management Policy Advisory Team, and for other purposes.

To further amend Public Law No. 9-100, as amended by Public Law No. 9-104, concerning public projects in the States, by further amending section 4, as amended by Public Law No. 9-104, to provide that a portion of funds appropriated therein for the State of Yap be deemed to come from the capital account of the Compact of Free Association, and for other purposes.

To amend title 20 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-25 and 8-108, for the purpose of establishing the Federated States of Micronesia Civil Aeronautics Code, by repealing chapter 1, by adding new chapters 1 through 11, and by renumbering chapter 2, 3, and 4 as chapters 12, 13, and 14 respectively, and for other purposes.

To amend title 33 of the Code of the Federated States of Micronesia, by amending section 921 and by further amending title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new chapter 14, section 1401, for the purpose of enhancing the ability of the National Government to enforce repayment of any loan it may make to a State, and for other purposes.

To authorize the FSM to borrow the sum of $7,233,000 Special Drawing Rights (approximately $10,600,000) from the ADB and relend certain portions thereof to the States for the purpose of water supply and sanitation projects therein; to establish an ADB Water Loan Fund; to appropriate proceeds of the loan; to appropriate the sum of $772,100 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, to finance the portion of the local cost-sharing component of the Project which is attributed to the FSM; to authorize future appropriation of up to $10,600,000 for repaying the loan, and for other purposes.

To further amend Public Law No. 8-75, as amended, by further amending section 2, as amended by Public Laws Nos. 8-79, 8-116, 8-145, 9-013 and 9-065, to reallocate funds previously appropriated therein, by further amending section 3, as amended, for the purpose of changing an allottee of funds, and for other purposes.

To further amend Public Law No. 8-100, as amended by Public Laws Nos. 8-121, 9-011, 9-024 and 9-028, by amending section 3, as amended by Public Laws Nos. 9-011 and 9-024, for the purpose of changing the use of certain funds appropriated for educational needs other than travel or vehicles in Election District No. 1 of Pohnpei State to use in road construction and improvement needs in Sokehs, and for other purposes.

To further amend title 19 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 7-9, 7-114 and 8-49, by repealing title 19 in its entirely and enacting a new title 19 in lieu thereof to establish a National Maritime Code; and for other purposes.

To further amend title 40 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 6-30, 6-44, 6-45, 8-21 and 8-132, by adding new sections 801 to 812 for the purpose of creating a National Scholarship Board, and for other purposes.

To further amend Public Law No. 8-115, as amended by Public Laws Nos. 9-014, 9-033, 9-041, 9-060, and 9-092, to modify the purpose of certain funds appropriated therein for the State of Chuuk, and for other purposes.

To establish a mechanism whereby the National Government of the Federated States of Micronesia may loan money to a State facing financial crisis or insolvency in order to assist that State in making a financial recovery; to appropriate the sum of $7,500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, to establish set-offs rights for the National Government, to amend section 921 of title 33 of the Code of the Federated States of Micronesia, and make certain other provisions, all for the purpose of lending $5,000,000 to the State of Chuuk, $2,500,000 to the State of Pohnpei, and assuring repayment of those loans, and for other purposes.

To amend Public Law No. 9-96 by amending sections 1, 11, and 13 to appropriate the sum of $1,675,024 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, as a supplemental funding for the operations of the executive branch, for the National Postal Service, for the College of Micronesia-FSM, for special programs, grants, subsidies, contributions, and refunds of the National Government during fiscal year 1997, and for the development budget; by reenacting section 7 to appropriate $882,00 for the operations of FSM Telecom; by amending section 14 regarding employment ceilings; by amending section 15 regarding reprogramming; by amending section 16 regarding allotment and lapse dates; and for other purposes.

To further amend title 11 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-24 and 5-40, by adding a new section 509 to specify that flight to avoid prosecution or give testimony is a National offense, by amending section 105 to provide that no statute of limitations shall extend to any person fleeing from justice; and by further amending title 12 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-22 and 5-23, by adding a new chapter 16 to authorize the extradiction of fugitives from one State who are found in another State, and for other purposes.

To appropriate the sum of $600,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of providing funds for the acquisition of short-wave broadcast equipment by the States, and for other purposes.

To establish title 27 of the Code of the Federated States of Micronesia as the National Monetary Transitions Act for the purpose of requiring certain reports or records where they have a high degree of usefulness in criminal, tax or regulatory investigations or proceedings, and for other purposes.

To further amend Public Law No. 6-28, as amended, by amending section 4, as amended by Public Laws Nos. 6-66, 8-22 and 9-006, for the purpose of changing the allottee of funds therein for Ta and Mortlock Islands airports, and for other purposes.

To appropriate the sum of $1,150,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of funding hospital needs of the States of Chuuk, Kosrae, Pohnpei and Yap, and for other purposes.

To appropriate the sum of $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of paving the Sekere-Nanpohnmal road, and for other purposes.

To appropriate the sum of $1,200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, to be divided equally among Chuuk, Pohnpei and Yap States for the purpose of funding improvements to the airports on outer islands, and for other purposes.

To establish a mechanism whereby the National Government of the Federated States of Micronesia may loan money to a State facing financial crisis or insolvency in order to assist that State in making a financial recovery; to appropriate the sum of $10,500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, to establish set-off rights for the National Government, to amend section 921 of title 33 of the Code of the Federated States of Micronesia, and make certain other provisions, all for the purpose of lending $5,000,000 to the State of Chuuk, $2,500,000 to the State of Pohnpei, $1,500,000 to the State of Kosrae, $1,500,000 to the State of Yap, and assuring repayment of those loans, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 112, as amended by Public Law No. 7-41, for the purpose of exempting export sales of domestic products from the gross revenue tax, and for other purposes.

To appropriate the sum of $600,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of acquiring a mobile asphalt plant for use throughout the FSM, and for other purposes.

To appropriate the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of paying medical expenses of President, and for other purposes.

To appropriate the sum of $46,956 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of providing funds for the purchase of equipment, furniture, appliances, and building materials for Xavier High School, and for other purposes.

To further amend title 9 of the Code of the Federated States of Micronesia, as amended, by amending section 303, as amended by Public Law No. 5-70 and as renumbered by Public Law No. 8-97, to add a new subsection 4, and by renumbering subsections 4 through 9, for the purpose of allowing national election commissioners to authorize their respective State election commissioners to designate special polling places in any State within the Federated States of Micronesia, and for other purposes.

To amend Public Law No. 9-078, by amending section 3, to modify the use of funds, and for other purposes.

To amend Public Law No. 9-78, by amending section 6, for the purpose of changing the allottee of funds to the Governor of the State of Chuuk, and for other purposes.

To amend Public Law No. 9-095, concerning primary and secondary schools, by amending sections 1, 2 and 3, and by adding new section 3 and 4, to further apportion the funds appropriated therein for the State of Chuuk, to designate new allottees and to make certain clarifications regarding the duties of the allottees, to set forth the appropriations for other States in separate sections, and for other purposes.

To further amend title 30 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-112, 6-80, 6-109, 7-25 and 8-47, by amending section 117 for the purpose of allowing the Board of Directors of the Federated States of Micronesia Development Bank to designate alternative dates for regular meetings of the Board when events prevent the holding of proper regular meetings on the second Monday of January, April, July and October of each year, and for other purposes.

To appropriate the sum of $485,393 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of conducting the second FSM Olympic Games, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by changing its title, by repealing chapter 2 and enacting a new chapter 2, by repealing section 801 and by amending section 805, as amended by Public Law No. 7-41, for the purpose of redefining and elaborating customs procedures and the tax on imports, and for other purposes.

To appropriate the sum of $86,720 form the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding certain improvement projects and services for the National Judiciary of the Federated States of Micronesia, and for other purposes.

To amend Public Law No. 9-30, as amended by Public Laws Nos. 9-39, 9-46, 9-48 and 9-50, by amending sections l and 4 and by further amending section 11, as amended by Public Laws Nos. 9-39 and 9-48, to appropriate the sum of $387,220 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, as supplemental funding for the operations of the Executive Branch and the Public Auditor and for an additional contribution; by amending section 5, as amended by Public Laws Nos. 9-39 and 9-48, to reallocate certain funds previously appropriated for the National Postal Service; and for other purposes.

To further amend Public Law No. 8-124, as amended by Public Laws Nos. 9-019 and 9-052, by further amending section 3, as amended by Public Law No. 9-052, for the purpose of changing the allottee of funds appropriated under section 2 therein for the State of Pohnpei, and for other purposes.

To appropriate the sum of $347,900 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of providing funds for the Compact Review Task Force, and for other purposes.

To further amend title 9 of the Code of the Federated States of Micronesia, as amended, by amending section 103 to make more certain the requirement that all voting be by secret ballot, and for other purposes.

To propose an amendment to article IX, section 8, of the Constitution of the Federated States of Micronesia, for the purpose of increasing the number of members elected at large on the basis of state equality from one to two, and for other purposes.

To appropriate the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of purchasing pharmaceuticals’ and medical supplies for Pohnpei State Hospital, and for other purposes.

To further amend Public Law No. 5-122, as amended by Public Laws Nos. 6-21, 6-109 and 7-106, by further amending section 15, as amended by Public Law No. 7-106, and by amending section 16 for the purpose of changing the amount that may be spent annually on administering the Investment Development Fund, reducing limitations on terms of loans, and for other purposes.

To promote the uniform dissemination of research data, surveys, reports, studies, polls, critiques and analyses which impact upon sustainable development in the Federated States of Micronesia, and for other purposes.

To further amend Public Law No. 8-115, as amended by Public Laws No. 9-014, 9-033, 9-041 and 9-060, by amending section 1 to modify the use of funds for maintenance of

the Mortlocks super dispensary solar power system, and by further amending section 5, as amended by Public Laws Nos. 9-032, 9-041 and 9-060, for the purpose of changing the allottee of those funds to the Mortlocks Development Authority, and for other purposes.

To appropriate the sum of S25, 000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding youth activities of Micronesia Bound, Inc. Aramas Kapw Outward Bound program, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending section 164 for the purpose of deleting overtime and substituting a fixed allowance or patrol boat personnel while at sea, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by amending section 207, as amended by Public Laws Nos. 5-2, 5-50, 7-6 and 7-91, and to further amend title 3 of the Code of the Federated States of Micronesia, as amended, by amending section 501 to provide for specific time periods in which the President shall designate nominee for positions requiring the advice and consent of Congress, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as prohibiting the use or possession of fishing nets of a certain mesh size, and for other purposes,  amended, by further amending section 404, as amended by Public Laws Nos. 6-11 and 9-057, for the purpose of adding a minimum term to all foreign fishing agreements prohibiting  the use or possession of fishing nets of certain mesh size, and for other purposes.

To further amend Public Law No. 8-24, as amended by Public Laws Nos. 8-56, 8-114 and 9-003, by further amending section 3, as amended by Public Laws Nos. 8-56, 8-114 and 9-003, to extend the lapse date, and for other purposes.

To further amend title 9 of the Code of the Federated States of Micronesia, as amended, by amending section 805 to prohibit campaigning the distribution of things of value within certain distances of places where and between certain times when voting is conducted on a national election day, to prohibit the distribution of alcohol while the polls are open on a national election day, and for other purposes.

To appropriate the sum of $10,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding the infrastructure development needs of the States of Chuuk, Kosrae, Pohnpei, and Yap.

To further amend Public Law No. 8-24, as amended by Public Laws Nos. 8-56, 8-114, and 9-003, by further amending section 3, as amended by Public Laws Nos. 8-56, 8-114, and 9-003, to extend the lapse date, and for other purposes.

To further amend Public Law No. 8-93, as amended by Public Laws Nos. 8-98, 8-123, 8-137 and 9-020, by further amending section 1, as amended by Public Law No. 8-98, for the purpose of specifying the apportionment of the funds appropriated, and by further amending section 2, as amended by Public Laws Nos. 8-98, 8-123, 8-137 and 9-020, for the purpose of designating the allottee of said funds, and for other purposes.

To appropriate the sum of $21,570 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of sending participants to the General Assembly of the Pacific Youth Council in Noumea, New Caledonia, and for other purposes.

To further amend Public Law No. 3-59, as amended by Public Laws Nos. 6-27 and 8-15, by amending section 1 for the purpose of changing the allocation of funds therein, and for other purposes.

To further amend Public Law No. 8-134, as amended by Public Law No. 9-019, by amending section 3 for the purpose of changing the allottee of certain funds previously appropriated therein, and for other purposes.

To further amend Public Law No. 6-49, as amended, by further amending section 4, as amended by Public Law No. 6-55, for the purpose of changing the allocation of funds, and for other purposes.

To further amend Public Law No. 9-30, as amended by Public Laws Nos. 9-39 and 9-46, by amending section 2, as amended by Public Law No. 9-46, to appropriate the sum of $181,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, as supplemental funding for the operations of the legislative branch: $20,000 to supplement $60,000 already appropriated in Travel for Legislative Conference expenses, to fund a visit to the Federated States of Micronesia by United States Legislators or to fund a Legislative Conference; $55,000 to pay travel and lobbying expenses in connection with a Congressional mission to Japan; $20,000 to pay for fuel for boat transportation to visit the Outer Islands of the Federated States of Micronesia; and $9,000 for the purchase of computer equipment and software for the Office of the Legislative Counsel, and for other purposes.

To appropriate the sum of $1,500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of purchasing four emergency crash, fire and rescue vehicles, and other costs associated therewith, for the international airports in the States of Chuuk, Kosrae, Pohnpei and Yap, and for other purposes.

To further amend Public Law No. 8-75, as amended, by further amending section 3, as amended by Public Laws Nos. 8-79, 8-116, 8-145, 8-149, 9-004 and 9-013, for the purpose of changing an allottee of funds, and for other purposes.

To further amend Public Law No. 7-24, as amended, Pohnpei public projects, by further amending section 1, as amended by Public Laws Nos. 7-63, 7-74 and 8-106, to reallocate certain funds previously appropriated therein, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by amending section 206 and to further amend title 50 of the Code, as amended by Public Laws Nos. 5-54, 5-105, 7-23, and 7-38, by amending section 207, for the purpose of establishing that the Department of Resources and Development shall have the duty and responsibility for administering the Immigration Laws and the Labor Laws of the Federated States of Micronesia effective October 1, 1996, and for other purposes. 

To further amend Public Law No. 6-74, funding for public projects in Pohnpei, as amended by Public Laws Nos. 6-101, 7-71, 7-72, 7-115 and 8-152, by further amending section 3, as amended by Public Law No. 6-101, to specify the use of funds for road construction in Nett, and by further amending section 5, as amended by Public Laws Nos. 6-101, 7-72 and 8-152, for the purpose of changing the allottee of funds.

To appropriate the sum of $17,123 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of reappropriating certain funds which lapsed September 30, 1994, under Public Law No. 7-96, as amended, for the purpose of funding the construction of a school in Kolonia Town in the State of Pohnpei, and for other purposes.

To further amend Public Law No. 8-115, as amended by Public Laws Nos. 9-014, 9-033 and 9-041, by further amending section 3, as amended by Public Law No. 9-014, for the purpose of changing the use of funds from a dispensary to road construction in Nett Municipality, and by amending section 5, as amended by Public Laws Nos. 9-033 and 9-041, by changing the allottee of those funds to the Pohnpei Transportation Authority, and for other purposes. 

To further amend Public Law No. 8-75, as amended by Public Laws Nos. 8-79, 8-116, 8-145, 8-149, 9-004 and 9-013, by further amending section 2, as amended by Public Laws Nos. 8-79, 8-116, 8-145 and 9-013, to change the use of funds previously appropriated therein for Pohnpei State, by further amending section 3, as amended by Public Laws Nos. 8-79, 8-116, 8-145, 8-149, 9-004 and 9-013, for the purpose of changing an allottee of funds, and for other purposes. 

To further amend title 41 of the Code of the Federated States of Micronesia, by adding a new chapter 11 to establish an Amateur Sports Association, and for other purposes.

To appropriate the sum $600,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding housing programs throughout the Federated States of Micronesia, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending section 145, for the purpose of specifying the maximum number of paid holidays employees of the National Government shall be granted under the Public Service Systems of the Federated States of Micronesia, and for other purposes.

To further amend title 18 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-112 and 8-49, by amending section 202, for the purpose of designating additional official ports of entry to the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $3,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of providing funding towards completion of improvements to the circumferential road in the State of Pohnpei, and for other purposes.

To appropriate the sum of $80,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding the visit to the Federated States of Micronesia of a delegation from the United States Senate Committee on Natural Resources and Energy, and for other purposes.

To further amend title 29 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 6-41 and 6-73, by amending sections 102, 204, 302, 306, 307, 308, 403, 406, 407, 408, 601, 603, 604, 605, 608, 611, and 802; by further amending sections 623, 626, and 627, as amended by Public Law No. 6-41; by further amending section 801, as amended by Public Law No. 6-73; by repealing and reenacting sections 201, 202, 203, 501, 502, and 503; by adding new sections 204, 205, 206, and 311; by renumbering section 205; by repealing section 504; for the purpose of establishing the position of Banking Commissioner and revising the laws and procedures for licensing and regulating banks; and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending sections 501 and 503, as amended by Public Laws Nos. 5-37, 6-11,and 9-47, for the purpose of correcting an error in section 501, removing ambiguity from section 503, and for other purposes.

To appropriate the sum of $476,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of funding the proportionate share of program costs for students of the Federated States of Micronesia currently enrolled in the Pacific Basin Medical Officers Training Program, and for other programs. 

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of providing funds for consolation and negotiation with the Government of the United States regarding those provisions of the Compact of Free Association which expire on the fifteenth anniversary of its effective date, and for other purposes.

To appropriate the sum of $35,725 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1997, for the purpose of providing funds for repairs to low income, owner-occupied, single family homes in the State of Yap, through the Rural Economic and Development Services, and for other purposes.

To amend title 53 of the Code of the Federated States of Micronesia, the Trust Territory Social Security Act, as amended by Public Laws Nos. 5-120, 6-111, 7-118, 7-119 and 7-120, by amending section 302, for the purpose of providing a change in the age at which persons are eligible for benefits, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new section 210, as required by article XII, section 1(b) of the Constitution, and by renumbering sections 210 through 227, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by amending section 301, as established by Public Law No. 6-11, to prohibit membership on the Board of Directors of the Micronesian Maritime Authority where such membership could conflict with any other association with commercial fishing, and for other purposes.

To appropriate the sum of $71,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, to defray the remaining outstanding expenses incurred during the First FSM Games, and for other purposes.

To make So Dal Cho, a citizen of the Republic of South Korea, eligible for naturalization as a citizen of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $80,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding the Federated States of Micronesia's share of the FSM/UN Water Resources Assessment and Development Project, and for other purposes.

To appropriate the sum of $5,000,000 RMB Yuan, or its United States Dollar equivalent, from the Foreign Assistance Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding projects in the field of economic and technical cooperation between the Federated States of Micronesia and the People's Republic of China, and for other purposes.

To further amend Public Law No. 8-75, as amended, by further amending section 2, as amended by Public Laws Nos. 8-79, 8-116, 8-145 and 9-013, and by further amending section 3, as amended by Public Laws Nos. 8-79, 8-116, 8-145, 8-149, 9-004 and 9-013, to change the use and the allottee of funds previously appropriated for the Faichuuk District of Chuuk State, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, regarding taxation, as amended, by further amending section 141, as amended by Public Law No. 5-84, for the purpose of increasing the exemption limit for the three percent gross revenue tax from $10,000 to $20,000, and for other purposes.

To amend Public Law No. 9-30 to appropriate the sum of $193,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, as supplemental funding for the operations of the legislative branch, by amending the title for the purpose of correcting an error in the sum total therein, by amending section 2 for the purposes of transferring to Staff Offices - Travel  $50,000 that was inadvertently included in Office of the Speaker and Members - Travel, to appropriate $17,000 for the Congressional Library that was inadvertently omitted from the budget, and to appropriate $22,000, $40,000, $64,000 and $50,000 to the Kosrae, Pohnpei, Chuuk, and Yap Congressional Delegation Offices respectively to fund follow-up conferences on the National Economic Summit and for other needs, and by amending section 16 for the purpose of changing the allottee of certain funds, and for other purposes.

To amend Public Law No. 9-30 by amending section 5 for the purpose of appropriating $16,800 to fund salaries and benefits for a Financial Analyst position, $13,500 for an office automobile, $3,000 to purchase a portable computer, and for other purposes.

To further amend title 41 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-21, 6-9, 6-38, 8-45, and 8-128, by amending section 1024, for the purpose of exempting certain exporters from license fees under chapter 10 of title 41, to clarify that persons engaged in commerce exclusively within the Federated States of Micronesia shall not be subject to license fees under chapter 10 of title 41, and for other purposes.

To amend title 51 of the Code of the Federated States of Micronesia, by amending section 135, by adding a new section 140 and by amending section 142, all for the purpose of regulating the employment status of nonresident workers, and for other purposes.

To appropriate the sum of $68,153.97 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, to provide funding for social and economic development projects in the Faichuuk District of Chuuk, and for other purposes.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding public projects in Election District No. 2 in the State of Pohnpei, and for other purposes.

To appropriate the sum of $9,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of reappropriating lapsed funds for general construction projects for Ohmine School in Pohnpei State, and for other purposes.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding public projects in Election District No. 3 of the State of Pohnpei, and for other purposes.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding certain public projects in the State of Kosrae, and for other purposes.

To appropriate the sum of $11,300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding infrastructure needs, transportation systems, and other economic and social projects within each State, and for other purposes.

To appropriate the sum of $57,872.00 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of supplementing the operations budget of the National Judiciary for fiscal year 1996, and for other purposes.

To appropriate the sum of $1,845,750 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of designing and constructing a gymnasium for the College of Micronesia-FSM National Campus, and for other purposes.

To authorize the appropriation of funds in the future from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of buying an additional patrol boat, and for other purposes.

To appropriate the sum of $112,696 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of developing a health plan, leptospirosis control, and health information development, and for other purposes.

To amend Public Law No. 9-27, by amending section 5, for the purpose of changing the allottee of funds for the Faichuuk District of Chuuk State, and for other purposes.

To further amend Public Law No. 8-19, as amended by Public Laws Nos. 8-72, 8-80, 8-107 and 9-016, appropriating funds for educational needs in the States, by further amending section 3, as amended by Public Laws Nos. 8-72, 8-107 and 9-016, for the purpose of changing the allottee of funds for certain districts in the State of Pohnpei, and for other purposes. 

To amend sections 102 and 103 of title 50 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-105, and to add a new section 103 and renumber subsequent sections for the purpose of imposing a $40 entry fee on all visitors to the Federated States of Micronesia, and for other purposes.

To establish a mechanism whereby the National Government of the Federated States of Micronesia may loan money to a state facing financial crisis or insolvency in order to assist that state in making a financial recovery; to appropriate the sum of $7,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, authorize future appropriations of up to an additional $12,000,000, establish loan terms and conditions, create certain set-off rights in the National Government, and make certain other provisions, all for the purpose of lending money to the State of Chuuk and assuring repayment of that loan, and for other purposes. 

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending sections 501 and 503, as amended by Public Laws Nos. 5-37 and 6-11; and by further amending section 502, as amended by Public Law No. 6-37, all for the purpose of changing certain prohibited acts and penalties for violations of the fisheries laws, and for other purposes.

To amend section 106 of tile 50 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-105, for the purpose of requiring that immigration laws in the Federated States of Micronesia shall be administered by the Department of External Affairs, and for other purposes.

To appropriate the sum of $70,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of reappropriating lapsed funds for construction of the water system at lower Sekere/Pahntipwe in Pohnpei State, and for other purposes.

To appropriate the sum of $426,374 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of slipping and for overhauling the engine of the FSS Micronesia, and for other purposes.

To appropriate the sum of $58,300 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding the operating expenses of the FSM Amateur Sports Association, and for other purposes.

To appropriate the sum of $59,911 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, as matching funds to help fund the College of Micronesia - Vocational Education Training Program, and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2001, to be paid to the South Pacific Project Facility (SPPF) as contributions to the operations of the SPPF, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by amending: section 102 for the purposes of enacting new subsections 102(10) and 102(11) defining "driftnet fishing", and renumbering subsections 102(10) through 102(38); amending section 501 for the purposes of enacting a new subsection 501(1)(p) prohibiting FSM flagged vessels from unauthorized fishing in foreign waters, enacting a new subsection 501(1)(q) prohibiting any vessels from driftnet fishing in FSM waters, enacting a new subsection 501(1)(r) prohibiting FSM flagged vessels from driftnet fishing in any waters; amending subsection 501(2) to clarify ambiguities, and for other purposes. 

To create mechanism whereby member States of the Federated States of Micronesia may borrow funds from the National Government of the Federated States of Micronesia, and for other purposes. 

To further amend title 54 of the Code of the Federated States of Micronesia, regarding taxation, as amended, by further amending section 112, as amended by Public Law No. 7-41, for the purpose of providing that tax exempt organizations performing services substantially similar to those provided by taxable entities shall be taxed on income derived from those activities, and for other purposes. 

To further amend title 11 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-24 and 5-40, by amending section 1205 and 1231 and by adding a new section 1232, to require periodic reporting of ownership or possession of dangerous devices, and to require reporting of losses of dangerous weapons by persons with a penalty for nonreporting, all relating to weapons control, and for other purposes. 

To amend Public Law No. 9-30 by amending section 2 for the purpose of appropriating the sum of $13,600 for the Pohnpei Delegation Office to reinstate funds that lapsed on September 30, 1995, and for other purposes.

To appropriate the sum of $595,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding FSM National Olympic Committee (FSMNOC) and conducting the 1997 FSM Olympic Games in Kosrae, and for other purposes.

To amend Public Law No. 9-30 to appropriate the sum of $3,141,522 from the General Fund of the Federated States of Micronesia for the fiscal year September 30, 1996, by amending section 5 to appropriate $33,300 for the FSM Banking Board to be allocated as follows: $16,800 to fund salaries and benefits for a Financial Analyst position, $13,500 for an office automobile, and $3,000 to purchase a portable computer; by amending section 11 to appropriate $37,222 to Rural Economic and Community Development Services for a continued direct telecommunications link with the Rural Economic and Community Development Services finance office in St. Louis, and to appropriate $71,000 to contribute to unpaid FSM Amateur Sports Association expenses; by amending section 13 to appropriate $3,000,000 to increase funds available for new loans in the Business Development Loan Fund; by amending section 14 to increase the employment ceiling for the FSM Banking Board to 3 positions, and for other purposes.

To further amend title 19 of the Code of the Federated States of Micronesia, as amended by Public Law No. 8-49, by renumbering sections 1201 through 1209 of chapter 12 to sections 1301 through 1309 of chapter 13; by enacting new sections 1201 through 1222 of a new chapter 12 relating to pilotage of vessels; and for other purposes.

To appropriate the sum of $76 from the General Fund of the Federated States of Micronesia for the fiscal year September 30, 1996, and to authorize the additional issuance of $319,208 in promissory notes, for the purpose of paying additional membership quotas and subscriptions due to the IMF and related institutions, and for other purposes.

To appropriate the sum of $27,222 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of continuing the direct telecommunications link from the four FSM Area Offices of RECD (formerly Farmers Home Administration) to the RECD Finance Office in St. Louis, and for other purposes.

To further amend title 34 of the Code of the Federated States of Micronesia, as amended by Public Law No. 7-135, by amending section 203, as amended by Public Law No. 7-135, for the purpose of exempting from the 15 percent interest limitation, all consumer credit transactions that in the aggregate total less than the principal sum of $300, and for other purposes.

To appropriate the sum of $4,611 from the General Fund of the Federated States of Micronesia for the fiscal year September 30, 1996, for the purpose of paying the National Government's share of the settlement in Truk Transportation Co. v. FSM v. Chuuk, and for other purposes.

To further amend Public Law No. 8-115, as amended by Public Laws Nos. 9-014 and 9-033, by amending section 5, as amended by Public Law No. 9-033, for the purpose of changing the allottee of funds for the districts of Northern Namoneas and the Northwest Islands in the State of Chuuk, and for other purposes. 

To further amend title 53 of the Code of the Federated States of Micronesia, as amended, by further amending section 603, as amended by Public Laws Nos. 5-120 and 7-118, by removing the "currently insured" category from the definition of the term "became disabled", by amending section 803, and by further amending section 804, as amended by Public Laws Nos. 5-120 and 7-118, by removing the term "currently insured" therefrom, all for the purpose of eliminating "currently insured" status as a prerequisite for receiving disability benefits under the Federated States of Micronesia Social Security Act, and for other purposes.

To appropriate the sum of $35,000 from the General Fund of the Federated States of Micronesia for the fiscal year September 30, 1996, for the purpose of funding the renovation of the dispensaries on Sapwuahfik, Nukuoro, and Kapingamarangi, and for other purposes. 

To amend title 7 of the Code of the Federated States of Micronesia, by amending sections 202, 203, 204, 205, and 206, for the purpose of codifying the term "Micronesian" as the official appellation for citizens of the Federated States of Micronesia; to substitute the term "Micronesian citizen" for the term "citizen of the Federated States of Micronesia" throughout title 7, and for other purposes.

To appropriate the sum of $190,000 from the General Fund of the Federated States of Micronesia for the fiscal year September 30, 1996, for the purpose of funding the final phase of the Sapwuahfik airstrip, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by adding sections 125 and 308 to eliminate future accrual of annual and sick leave, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending section 404, as amended by Public Law No. 6-11, for the purpose of requiring that all foreign fishing agreements include a provision prohibiting any commercial fishing within twenty-four miles of the territory of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $1,500,000 from the General Fund of the Federated States of Micronesia for the fiscal year September 30, 1996, for the purpose of continuing the paving of the primary road in Pohnpei, and for other purposes.

To further amend section 404 (formerly section 403) of title 24 of the Code of the Federated States of Micronesia, as amended by Public Law No. 6-11, for the purpose of requiring that foreign fishing boats install and use vessel monitoring systems, and for other purposes.

To further amend title 19 of the Code of the Federated States of Micronesia, as amended by Public Law No. 8-49, by renumbering sections 1201 through 1209 of chapter 12 to sections 1301 through 1309 of chapter 13; by enacting new sections 1201 through 1221 of a new chapter 12 relating to pilotage of vessels; and for other purposes.

To amend section 921 of title 33 of the Code of the Federated States of Micronesia for the purpose of exempting certain security agreements by a State in favor of the National Government from the Personal Property Secured Transactions Law, and for other purposes. 

To appropriate the sum of $8,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of funding major infrastructure projects in the four States, as well as certain governmental operations in the State of Chuuk, and for other purposes. 

To appropriate the sum of $302,479 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding the construction of the Kosrae State Judiciary Courthouse, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 503 thereof, for the purpose of setting the Public Auditor's annual salary at $26,000, and for other purposes.

To appropriate the sum of $10,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the payment of a settlement amount as agreed to by the National Government of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $1,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of providing supplemental funding for the Farmers Home Administration office in the State of Kosrae, and for other purposes. 

To amend Public Law No. 8-105, for the purpose of removing the lapse date, and for other purposes.

To authorize the publishing of the 1995 edition of the Code of the Federated States of Micronesia; to establish an F.S.M.C. Revolving Fund; to authorize the sale of the Code; and to require that all proceeds from the sale of the Code be deposited into the F.S.M.C. Revolving Fund to be used for publication of future supplements or updates, and for other purposes. 

To amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending sections 206 and 207 to clarify the compensation structure for citizens of the Federated States of Micronesia who have achieved advanced professional status and for United States citizens hired under a prime contract, and for other purposes. 

To appropriate the sum of $7,000,000 from the General Fund of the Federated States of Micronesia for fiscal year ending September 30, 1995, authorize future appropriations of up to an additional $12,000,000 establish loan terms and conditions, create certain set-off rights in the National Government, amend section 921 of title 33 of the Code of the Federated States of Micronesia, and make certain other provisions, all for the purpose of lending money to the State of Chuuk and assuring repayment of that loan, and for other purposes. 

To further amend Public Law No. 6-89, Kosrae State public projects, as amended, by the further amending section 2, as amended by Public Laws Nos. 7-7, 7-95 and 8-57, to modify the use of certain funds previously appropriated therein, and for other purposes. 

To further amend Public Law No. 5-80, as amended, by further amending section 2, as amended by Public Laws Nos. 5-108, 6-34, 7-50, 7-65, 7-94, 7-134, 8-1 and 8-68, to change the use of funds previously appropriated therein, and for other purposes. 

To further amend Public Law No. 4-17, as amended by Public Laws Nos. 4-47, 4-60, 7-62, 8-31 and 8-55, Kosrae State public projects, by further amending section 2, as amended by Public Laws Nos. 4-47, 4-60 and 7-62, to modify the uses of funds, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of paying travel and other costs of holding an FSM National Economic Summit, and for other purposes.

To amend Public Law No. 7-107, as amended by Public Laws Nos. 7-133 and 8-29, by amending sections 3 and 4, as amended by Public Law No. 7-133, for the purpose of converting use of the funds appropriated to the Halls, Namonuito, and Western Islands for the Small Scale Fishing Loan Fund to a Small Scale Fishing Project; changing the allottee of those funds, and for other purposes.

To amend Public Law No. 8-118, as amended by Public Laws Nos. 8-136 and 8-138, by amending section 3, as amended by Public Law No. 8-138, for the purpose of changing the allottee of funds appropriated for the Fananu airport project in the Northwest Islands district of Chuuk State, and for other purposes.

To amend Public Law No. 8-120, by amending section 5, for the purpose of changing the allottee of funds for the Hall Junior High School in the Northwest Islands District of Chuuk State, and for other purposes.

To further amend Public Law No. 8-100, as amended by Public Laws Nos. 8-121 and 9-011, by amending section 3, as amended by Public Law No. 9-011, to change the use of certain funds appropriated for educational needs other than travel or vehicles in Election District No. 3 of Pohnpei State, and for other purposes. 

To further amend Public Law No. 8-19, as amended by Public Laws Nos. 8-72, 8-80 and 8-107, by further amending section 3, as amended by Public Laws Nos. 8-72 and 8-107, for the purpose of changing the lapse date, and for other purposes. 

To appropriate the sum of $180,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of funding the national government's cost-sharing portion of the United Nations Development Program's Micronesian Entrepreneur Development Centers project for the states of Yap, Chuuk, and Kosrae, and for other purposes.

To amend Public Law No. 8-115 by amending section 3 to return $100,000 to the General Fund of the Federated States of Micronesia so that the funds may be available to finance more urgently needed programs in Sokehs Municipality, Pohnpei State, and for other purposes. 

To amend Public Law No. 8-134 by amending section 2 to appropriate sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of funding a program of improvements to the local water supply system in Sekere in Sokehs Municipality, Pohnpei State, and for other purposes. 

To appropriate the sum of $750,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for medical supplies, equipment, referral programs, and construction and renovation of dispensaries in all of the four States of Federated States of Micronesia, and for other purposes. 

To amend title 53 of the Code of the Federated States of Micronesia, by amending section 901, for the purpose of reducing the social security tax imposed on wages received by employees between July 1, 1995 through June30, 2000, and for other purposes. 

To further amend Public Law No. 8-100, as amended by Public Laws Nos. 8-121 and 9-011, by amending section 1 to provide that the funds may be used for other economic and social needs, to specify the use of certain funds appropriated for Northern Namoneas and the Northwest Islands, and by further amending section 6, as amended by Public Law No. 8-121, for the purpose of changing the allottees of the funds appropriated for the districts of Northern Namoneas and the Northwest Islands in the State of Chuuk, and for other purposes. 

To further amend Public Law No. 8-113, as amended by Public Laws Nos. 8-129, 8-139 and 9-002, by further amending section 6, as amended by Public Law No. 8-129, for the purpose of changing the allottee of funds previously appropriated for social and economic development projects in the State of Chuuk, and for other purposes. 

To further amend Public Law No. 8-93, as amended by Public Laws Nos. 8-98, 8-123 and 8-137, by amending section 2, as amending by Public Laws Nos. 8-98, 8-123 and 8-137, for the purpose of changing the allottee of the funds appropriated for the district of the Northwest Islands in the State of Chuuk, and for other purposes. 

To further amend Public Law No. 7-125, as amended by Public Law No. 8-16,  by amending section 1 for the purpose of allowing funds previously appropriated to be used for the construction and renovation of dispensaries in the States, by amending section 2 to change the designation of the district apportioned the funds under subsection (1)(e), and by further amending section 3, as amended by Public Law No. 8-16, to change the allottee of funds for the Northeast Islands, and for other purposes.

To further amend Public Law No. 7-35, as amended, by further amending section 8, as amended by Public Laws Nos. 7-43, 8-17, 8-34, 8-74, and 8-125, for the purpose of designating an allottee of funds for the public projects in the Northern Namoneas district of the State of Chuuk, and for other purposes. 

To further amend Public Law No. 8-19, appropriating funds for educational needs in the States, as amended by Public Laws Nos. 8-72, 8-80, and 8-107, by further amending section 3, as amended by Public Laws Nos. 8-72 and 8-107, for the purpose of changing the allottee of funds for the Northern Namoneas district of the State of Chuuk, and for other purposes. 

To amend Public Law No. 8-115, by amending section 5, for the purpose of changing the allottee of funds for the district of the Northwest Islands in the State of Chuuk, and for other purposes. 

To further amend title 40 of the Code of the Federated States of Micronesia, as amended, by amending section 110 thereof, as established by Public Law No. 8-132, for the purpose of declaring the intent of Congress that the national curriculum minimum standards shall include a mandatory course of study of the history of the islands comprising the Federated States of Micronesia for all high school students, and for other purposes. 

To amend Public Law No. 8-105, by amending section 1 thereof to extend the date of appropriation until September 30, 1996; by amending  section 2 to extend the authority of the allottee to obligate funds until September 30, 1996, and for other purposes. 

To appropriate the total sum of $6,500,000 to be allocated between the states from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purpose of funding capital improvements to the transportation systems within each State, and for other purposes. 

To further amend Public Law No. 8-75, as amended by Public Laws Nos. 8-79, 8-116, 8-145 and 8-149, by further amending section 2, as amended by Public Laws Nos. 8-79, 8-116 and 8-145, to change the use of funds previously appropriated therein, and for other purposes. 

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by adding a new section 206 for the purpose of providing and retroactively applying an import tax exemption for goods imported by certain foreigners pursuant to a foreign aid agreement calling for such exemption, and for other purposes. 

To establish an Insurance Law for the Federated States of Micronesia, and for other purposes. 

To further amend Public Law No. 8-24, as amended by Public Laws Nos. 8-56 and 8-114, by further amending section 3, as amended by Public Laws Nos. 8-56 and 8-114, to provide for no lapse date for the $1,000,000 previously appropriated to Pohnpei State for funding the construction, repair, renovation, expansion, or other improvements to the medical facilities or the acquisition of supplies or equipment in that state, and for other purposes. 

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 223A as enacted by Public Law No. 6-52 to provide for a maximum amount for each elected official's representation fund, and for other purposes. 

To appropriate the sum of $150,000 form the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of establishing and funding a Pan Pacific Educational and Communication Experiment by Satellite (PEACESAT) Hub Site, which will allow establishment of an Internet node at the Palikir campus of the College of Micronesia-FSM, and for other purposes. 

To appropriate the sum of $129,240 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of replacing the roof of the main education building at the Pohnpei Catholic School, and for other purposes. 

To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by further amending section 207, as amended by Public Laws Nos. 5-2, 5-50, 7-6, and 7-91, to require the advice and consent of the Congress of the Federated States of Micronesia for appointments of all deputy ambassadors (assistants to ambassadors) and consul generals, and for other purposes. 

To amend Public Law No. 8-100, as amended by Public Law No. 8-121, by amending section 3 for the purpose of specifying uses of funds appropriated therein, and for other purposes. 

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 112, as amended by Public Law No. 7-41, for the purpose of exempting soaps and other soap products produced, processed and manufactured in the Federated States of Micronesia from the gross revenue tax, and for other purposes. 

To further amend Public Law No. 7-29, as amended by Public Laws No. 7-47 and 8-30, to further amending section 1, as amended by Public Law No. 7-47, and by further amending section 2, as amended by Public Laws Nos. 7-47 and 8-30, allocate the use of funds previously appropriated therein and to modify the allottee of certain funds appropriated therein, and for other purposes. 

To further amend Public Law No. 5-86, as amended by Public Law No. 7-27, by further amending section 2, as amended by Public Law No. 7-27, and by amending section 3 to modify the use of funds appropriated therein, and for other purposes. 

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending sections 223, 223A and 223C, for the purpose of giving the Budget Officer of the Congress of the Federated States of Micronesia and the Administrator of the Supreme Court of the Federated States of Micronesia the sole authority to disburse  funds allotted for the operations of their respective branches of the National Government, other than payroll, from the General Fund, and for other purposes. 

To further amend Public Law No. 8-96, as amended by Public Laws Nos. 8-130, 8-131 and 8-151, by further amending section 2,a s amended by Public Laws Nos. 8-130 and 8-151, to appropriate the sum of $394,200 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, as a supplemental funding for the operations of the legislative branch, and for other purposes. 

To further amend title 54 of the Code of the Federated States of Micronesia regarding taxation, as amended, by further amending section 112, as amended by Public Law No. 7-41, to deduct from gross receipts tax purposes, all labor costs of citizen employees and Federated States of Micronesia Social Security contributions paid on behalf of such citizens, and for other purposes. 

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of providing funds for the purchase of medical supplies, crutches, wheelchairs and citizen's band radios for members of the Chuuk State Disabled Persons Association, and for other purposes. 

To appropriate the sum of $2,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of funding repair of the Yap State International Airport runway, and for other purposes. 

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, regarding taxation, by further amending sections 112, 113, and 805, as amended by Public Law No. 7-41, and by amending sections 143 and 803, to permit the States to collect, retain and enforce the gross revenue tax, and for other purposes. 

To appropriate the sum of $3,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for medical supplies, equipment and referral programs in all of the four States of the Federated States of Micronesia, and for other purposes. 

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new section 213 to create within the National Treasury of the Federated States of Micronesia a Capital Improvement Local Revenue Fund, to renumber the subsequent sections of Chapter 2, and for other purposes. 

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 201, as amended by Public Laws Nos. 5-81 and 7-54, for the purpose of raising the import tax levied on certain items, and for other purposes. 

To further amend title 54 of the Code of the Federated States of Micronesia by amending section 142 to clarify that gross revenue for gross revenue tax purposes shall include revenue derived for sales outside the Federated States of Micronesia of all goods produced, manufactured or otherwise originating in the Federated States of Micronesia, and for other purposes. 

To amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 403 to lower the minimum competitive bidding requirement for personal property purchases from $50,000 to $20,000, to include personal services contracts in the competitive bidding process, and for other purposes. 

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the construction of a dry-docking facility in the Federated States of Micronesia, and for other purposes. 

To further amend Public Law No. 8-96, as amended by Public Laws Nos. 8-131 and 8-151, to appropriate  $444,956 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, as supplemental funding for the Executive Branch; by furthering amending section 5, as amended by Public Law No. 8-151, to appropriate $73,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, as a supplemental funding for the National Postal Service; and for other purposes. 

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending section 206 and 207 to clarify the compensation structure for citizens of the Federated States of Micronesia who have achieved advanced professional status and for United States citizens hired under a prime contract, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 112, as amended by Public Law No. 7-41; by amending section 142; and by adding new sections 145, 146, and 147; for the purpose of revising the tax laws of the Federated States of Micronesia; and for other purposes.

To appropriate the sum of $6,885,544 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of completing the new Palikir campus of the College of Micronesia-FSM, and for other purposes. 

To amend Public Law No. 8-70, funding for the first FSM Olympic Games, by amending sections 1 and 2 to appropriate an additional $99,781 for the fiscal year ending September 30, 1995, as supplemental funding for necessary renovations and repairs to sports facilities and sports venues to be used in the FSM Olympic Games, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by adding a new chapter 3 to clarify, coalesce, and strengthen the powers of the National Government regarding the importation and exportation of goods and the payment and collection of customs tariffs on such goods; to provide for Customs control over goods, vessels and aircraft, as well as for providing for offenses, penalties and enforcement provisions to further emphasize the true nature of Customs work and responsibilities; and for other purposes. 

To amend title 51 of the Code of the Federated States of Micronesia, by adding a new section 143 for the purpose of exempting certain secondary employment by COM-FSM, and for other purposes. 

To amend title 7 of the Code of the Federated States of Micronesia by amending  section 204 to provide for a biannual national referendum to determine naturalization of persons as citizens of the Federated States of Micronesia, and for other purposes. 

To amend section 202 of title 50 of the Code of the Federated States of Micronesia to provide for entitlement of Federated States of Micronesia passports to certain non-citizen residents of the Federated States of Micronesia, and for other purposes. 

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 805 thereof, as amended by Public Law No. 7-41, for the purpose of increasing the percentage share of taxes distributed to the State to which such taxes are attributable, and for other purposes. 

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending sections 301,303, and 402, as amended by Public Law No. 6-11, by further amending section 401, as amended by Public Laws Nos. 5-37 and 6-11, to revise the fisheries laws of the Federated States of Micronesia, and for other purposes. 

To further amend title 9 of the Code of the Federated States of Micronesia, as amended, by amending section 201 to a new subsection (6) for the purpose of requiring employees of the National and State Governments to resign their positions to become eligible to be candidates for National office, and for other purposes.

To make Keti William eligible for naturalization as a citizen of the Federated States of Micronesia, and for other purposes. 

To make Bing Soriano eligible for naturalization as a citizen of the Federated States of Micronesia, and for other purposes. 

To make Kim Young Po eligible for naturalization as a citizen of the Federated States of Micronesia, and for other purposes.

To further amend title 6 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-123, by amending section 805 to establish a statute of repose  for violations of Part 2.7 of the Corporate Regulations of the National Government of the Federated States of Micronesia, and for other purposes. 

To appropriate the sum of $22,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996 for the purpose of funding the purchase of a new vehicle and a conference room table and chairs for the consulate general's office in Guam, and for other purposes. 

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the purposes of funding the improvement  of broadcast facilities  and the acquisition of broadcast equipment and supplies for the four States, and for other purposes.

To further amend Public Law No. 6-28, as amended, by further amending section 4, as amended by Public Laws Nos. 6-66 and 8-22, for the purposes of changing the allottee of funds, and for other purposes.

To further amend title 40 of the Code of the Federated States of Micronesia, amended by Public Laws Nos. 6-30, 6-44, 6-45, 8-21 and 8-132, by adding a new subchapter IV  of chapter 3 for the purpose of creating a Scholarship Revolving Fund, and for other purposes. 

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new section 110 and a new subchapter IX of chapter 6 for the purposes of setting aside certain excess revenues until fiscal year 2002, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 112, as amended by Public Law No. 7-41, for the purpose of exempting foreign sales of fish from the gross revenue tax, and for other purposes.

To appropriate the sum of $27,299,780 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1996, for the operations of the Executive Branch, Legislative Branch, Judicial Branch, Public Auditor, agencies of the National Government, and for special programs, grants, subsidies, contributions, and refunds of the National Government during fiscal year 1996; to establish a budget for Compact sections 214(b), 215(a)(2), 216(a)(2), 216(a)(3), and 221(b) and to appropriate the special funds available therefor under the Compact; to establish a development budget and to appropriate funds available therefor under the Compact; to establish employment ceilings; and for other purposes. 

Forming and admitting a new State to the Federated States of Micronesia, the State of the Mortlocks, and for other purposes. 

To further amend Public Law No. 8-24, as amended by Public Laws Nos. 8-56 and 8-114, by further amending section 3, as amended by Public Laws Nos. 8-56 and 8-114, to extend the lapse date, and for other purposes. 

To further amend Public Law No. 8-113, as amended by Public Laws Nos. 8-129 and 8-139, by further amending section 2 thereof, as amended by Public Law No. 8-129, for the purpose of changing an allottee of funds, and for other purposes. 

To further amend Public Law No. 7-24, as amended, Pohnpei State public projects, by further amending section 2, as amended by Public Laws Nos. 7-63, 7-74, 7-84, 7-108, 7-132, 8-28 and 8-52, to modify the use of certain funds previously appropriated therein, and for other purposes.
