To appropriate the sum of $1,182,213 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of paying a liability of $1,169,619, plus interest, from the College of Micronesia-FSM to the U.S. Department of Education for a double drawdown of funds in the 1980's and for other purposes.

To amend Public Law No. 8-96 by amending sections 1, 11, and 13 to appropriate the sum of $735, 281 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30,1995, as supplemental funding for the executive branch, other National Government programs, grants, subsidies, contributions and refunds, and the development budget; to amend section 14 to raise the employment ceiling, and for other purposes.

To appropriate the sum of $142,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of funding operations of the Pohnpepi Community Action Agency, and for other purposes.

To appropriate the sum of $119,694 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of funding overtime accrued by the National Police and the Division of Immigration at the end of the fiscal year ending 1994, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by amending section 103 for the purpose of establishing a line of secession of officers of the Federated States of Micronesia to act as President in the absence of other qualified individuals, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 223 for the purpose of abolishing the thirty day period within which the Secretary of finance must disburse payments on valid obligations, and for other purposes.

To further amend title 9 of the Code of the Federated States of Micronesia, as amended, by repealing section 109, renumbering section 110, by adding a new chapter 10 for the purpose of defining corrupt practices and providing penalties, and for other purposes.

To amend Public Law No. 8-96 by amending section 1 for the purpose of defunding certain positions in the executive branch of the Government of the Federated States of Micronesia by $106,000, for other purposes.

To propose an amendment to section 2(d) of article  IX of the Constitution of the Federated States of Micronesia to provide that a state may add surtax upon taxes, duties and tariffs based on imports, imposed by the National Government, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by further amending section 223, as amended by Public Law No. 6-52, for the purpose of changing from thirty days to ten days the period within which the Secretary of Finance must disburse payments on valid obligations, to renumber sections 223A, 223B, and 223C, and other purposes.

To further amend Public Law No. 4-95, as amended, by further amending section 2, as amended by Public Laws No. 4-113, 5-14, 5-30, 5-44, 5-51, 5-82, 5-107, 5-131, 6-63, and 8-48, for the purpose of changing the use of funds previously appropriated for public projects in the Northern Namoneas region in Chuuk State, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by adding a new chapter 3 to clarify, coalesce, and strengthen the powers of the National Government regarding the importation and exportation of goods and the payment and collection of customs tariffs on such goods; to provide for Customs control over goods, vessels and aircraft, as well as for providing for offenses, penalties and enforcement provisions to further emphasize the true nature of Customs work and duties; by repealing chapter 2 of title 54 of the Code of the Federated States of Micronesia in its entirety; and for other purposes.

To further amend Public Law No. 6-49, as amended, by further amending section 2, as amended by Public Law No. 6-55, to modify the use of funds previously appropriated for public projects in the Northern Namoneas region of Chuuk State, and for other purposes.

To further amend Public Law No. 7-35, as amended, by further amending section 2, as amended by Public Law No. 7-98, to modify the use of funds previously appropriated for public projects in the Northern Namoneas region of Chuuk State, and for other purposes.

To appropriate the sum of $76,055 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of paying travel and related costs of the Second FSM Tourism Conference to be held in Pohnpei in November of 1995, for the purpose of retaining a tourism consultant to assist the Department of Resources and Development in implementing the FSM Strategic Plan, and for other purposes.

To amend Public Law No. 7-79 by amending section 6, 7, 8, 13, and 18 to change the number of members on the Board Regents of the College of Micronesia-FSM from seven to five members, and for other purposes.

To appropriate the sum of $3,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of matching funds appropriated by the Pohnpei State Legislature for the paving of the Pohnpei Island Circumferential road, and for other purposes.

To appropriate the sum of $218,500 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of paying for architectural and engineering services, geotechnical reports, and a survey review for each of the State Campuses of the College of Micronesia-FSM, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by adding a new section 206 for the purpose of providing and retroactively applying an import tax exemption for goods imported by certain foreigners pursuant to a foreign aid agreement calling for such exemption, and for other purposes.

To appropriate the sum of $3,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of matching funds appropriated by the Chuuk State Legislature for the paving of the Weno Island circumferential road, and for other purposes.

To appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of replanting coconut trees in thee Four States, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 215 for the purpose of authorizing the President to allot and expand funds appropriated for post-secondary student scholarships from funds available or expected to be available under Compact section 216(a)(3) in advance of the beginning of the fiscal year for which such funds have been appropriated so as to permit timely registration and enrollment of students whose educational institution requires such funds prior to beginning of the fiscal year, and for other purposes.

To appropriate the sum of $30,000 from the General Fund of the Federated States of Micronesia for fiscal year ending September 30, 1995, for the purpose of funding a master plan for the expansion of the Pohnpei International Airport, and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federate States of Micronesia for the fiscal year ending September 30, 1995, to fund the surveying or mapping and issuance of Certificates of Title for land in Sokehs Municipality, and for other purposes.

To appropriate the sum of $29,300 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, to supplement $15,000 contributed by the U.S. Federal Government to fund the up-coming Close-Up Program to be held in the F.S.M from November 26, to December 1, 1994, and for other purposes.

To appropriate the sum of $14,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of reimbursing funds of the Chuuk Delegation to the Congress of the Federated States of Micronesia extended for freight of the boats provided pursuant to the Japanese Fishing Access Agreement Between the Micronesian Maritime Authority and the Japanese Fishing Associations, and for other purposes.

To appropriate the sum of $3,600,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of funding public projects throughout the Federated States of Micronesia, and for other purposes.

To appropriate the sum  of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of funding Chuuk State Public projects, and for other purposes.

To appropriate the sum of $380,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of supporting the needs and programs of the tourism entities in the four States, and for other purposes.

To authorize the Federated States of Micronesia to subscribe to seventy-one additional shares in the Asian Development Bank; to appropriate the sum of $12,064 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, to pay for one of those shares; to authorize the potential future payment of $844,445 to pay for the other seventy shares; and for other purposes.

To appropriate the sum of $47,110 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30,1995, for the purpose of paying travel costs in connection with the National and State Energy Conference and fuel Contract negotiations, and for other purposes.

To appropriate the sum of $158,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1995, for the purpose of conducting the 1994 Nationwide Housing and Population Census, and for other purposes.

To amend Public Law No. 8-93, by amending section 1 for the purpose of further specifying the apportionment of certain funds previously appropriated for school needs throughout the Federated States of Micronesia, by amending section 2 for the purpose of designating the allottees of said funds, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new section 223D to provide that the President, Vice-President, Members of the President's Cabinet, and Members of Congress shall be required to file travel vouchers by the end of the fiscal year in which such travel was undertaken, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 112, as amended by Public Law No. 7-41, for the purpose of including in the definition of "business" certain entities owned and/or operated by religious and/or nonprofit organizations, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by amending section 108 and 402, as established by Public Law No. 6-11, to set limits on the number of permissible fishing permits and to establish the fee  for such permits; by further amending section 404, as amended by Public Law No. 6-11, to include additional minimum terms in foreign fishing agreements; and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by further amending section 203, as amended by Public Laws Nos 5-21, 6-62, and 7-97, for the purpose of merging the Division of Labor, a subdivision of the Department of Resources and Development, with the Division of immigration, a subdivision of the office of the Attorney general, to establish a Division of Labor and Immigration to be under the authority of a department to be determined by the President, and for other purposes.

To further amend title 3 of the Code of the Federated States of Micronesia, as amended, by amending section 301 to lower the salaries of the Speaker and Members of the Congress of the Federated States of Micronesia, and for other purposes.

To further amend title 11 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-24 and 5-40, by adding a new section 509 to specify that flight to avoid prosecution or give testimony is a National offense, by amending section 105 to provide that no statute of limitations shall extend to any person fleeing from justice, and by further amending title 12 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-22 and 5-23, by adding a new section 1601 to a new chapter 16 to authorize the extradition of fugitives from one State who are found in another State, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending section 102, as amended by Public Laws Nos. 5-37 and 6-11, and by further amending sections 301, 302, 303, 306, 404, 405, and 406, as amended by Public Law No. 6-11, to provide for the creation of the Division of Fisheries and Marine Resources within the department of Resources and Development, to require the approval of Congress for all foreign and domestic-based fishing agreements, to set limits on the duration of foreign fishing agreements and permits, to allow domestic-based fishing agreements for periods of up to two years in some circumstances, by repealing section 305, and for other purposes.

To further amend Public Law No. 7-107, as amended by Public Law No. 7-133, by amending section 2 to modify the use of the sum appropriated for Kosrae State/National Fisheries Corporation joint longline fishing venture, and for other purposes.

To appropriate the sum of $400,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1994, for the purpose of funding the construction and/or improvement of certain elementary schools within the State of Pohnpei, and for other purposes.

To propose an amendment to section 3 of article III of the Constitution of the Federated States of Micronesia for the purpose of allowing a citizen of the Federated States of Micronesia to be eligible for dual citizenship with a reciprocating nation, and for other purposes.

To further amend public Law No. 1-117, as amended by Public Laws Nos. 7-136, 8-11, and 8-14, by further amending section 4, as amended by Public Law No. 7-136, for the purpose of apportioning the funds previously appropriated therein, and by further amending section 8, as amended by Public Law No. 7-136, for the purpose of changing the allottee and removing the lapse date of funds previously appropriated therein for Yap State, and for other purposes.

To entitle title 58 of the Code of the Federated States of Micronesia; to further amend title 58 of the Code of the Federated States of Micronesia, as established by Public Law No. 5-121 and amended by Public Laws Nos. 5-136 and 6-32, by creating a new chapter 1 for the purpose of authorizing the establishment of a National convertible saving bond program; to further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding new sections 665, 666, 667, and 668 for the purpose of establishing a fund for repayment of such bonds; to appropriate the sum of $140,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1994 to fund the convertible Savings Bond Repayment Fund; and for other purposes.

To appropriate the sum of $24,745,669 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30,1994, for the operations of the executive branch, the legislative branch, judicial branch, Public Auditor, agencies of the Government, and for special programs, grants, subsidies, contributions, and refunds of the National Government during fiscal year 1994; to establish a budget for Compact sections 214(b), 215(a)(2), 216(a)(3), and 221(b) and to appropriate special funds available therefore under the Compact; to establish a development budget and to appropriate funds available therefore under the Compact; to establish employment ceilings; and for other purposes.

To appropriate the sum of $1,500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1994, for the purpose of funding primary and secondary education in the Federated States of Micronesia, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 112, as amended by Public Law No. 7-41, and adding a new section 206 for the purpose of exempting revenue derived from fishing and related business from the gross revenue tax and from the effect of the import tax on fuel, and for other purposes.

To appropriate the sum of $350,000 from the General Fund  of the Federated States of Micronesia for the fiscal year ending September 30, 1994, for the purpose of funding the operation of the Micronesian Maritime and Fisheries Academy located in Yap State, for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending sections 404 and 405, as amended by Public Law No. 6-11, and by amending section 406, as established by Public Law No. 6-11, to set limits on duration of foreign fishing agreements and permits, to allow domestic-based fishing agreements for periods of up to two years in some circumstances, and for other purposes.

To establish a Board of Registration for Professional Engineers, Architects and Land Surveyors, and for other purposes.

To amend Public Law No. 7-104 by amending sections 1 and 2 to restrict the use of appropriated funds to expenses related to the regular General National Congressional Elections held in March, 1993 and to shorten the lapse date for the obligation of appropriated funds; to further amend Public Law No. 7-78, as amended by Public Laws Nos. 7-80, 7-111, 7-113, 7-127, and 7-129, by amending section 12 to restrict the use of appropriated funds; and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new subchapter IX to establish a Fisheries Project Revolving Fund, and for other purposes.

To prohibit smoking on regularly scheduled passenger air service between FSM States or between the FSM and another nation; to authorize the Secretary of Transportation to issue regulations requiring air service providers to give advice of and implement such prohibitions on passenger flights within the FSM; and for other purposes.

To amend Public Law No. 7-125 buy amending section 3 for the purpose of removing the lapse date on funds previously appropriated therein for medical equipment, supplies and pharmaceuticals by government health service facilities in the nation, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-21, 6-114, 7-16, 7-90 and 7-121, by adding a new section 410 to provide for a partial refund of not more than 50 percent of the total premiums paid by an individual who is no longer eligible to participate in the health insurance plan, if the individual and those covered by the individual have not utilized their health insurance coverage beyond that amount, and for other purposes.

To further amend Public Law No. 7-96, as amended by Public Law No. 7-126, by amending section 3 for the purpose of limiting the use of certain funds appropriated for schools in Pohnpei State to the construction of multi-purpose classrooms and related expenses at the Kolonia School and the Ohmine School, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-20, 5-37, 5-72, 6-1, 6-11, 6-37, and 7-22, by amending sections 108 and 402, as established by Public Law No. 6-11, to set limits on the number of permissible fishing permits, to establish the fee for such permits, and for other permits.

To further amend Public Law No/ 6-72, as amended by Public Laws Nos. 6-94, 6-100, 6-110, and 7-73, by further amending section 2, as amended by Public Laws Nos. 6-94 and 7-73, to modify the use of funds previously appropriated therein ; by further amending section 6, as amended by Public Law No. 6-110, to change the allottee of funds; by adding a new section 6 to change the use of funds previously appropriated therein; by renumbering section 7; and for other purposes.

To amend title 22 of the Code of the Federated States of Micronesia by repealing chapter 4 and to further amend title 41 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-21, 6-9, and 6-38, by repealing section 103 in order to abolish the authority of the National Government with respect to the quarantine of persons, plants, and animals, and for other purposes.

To require that all public buildings and connecting walkways built with funds appropriated by the National Government be designed or modified in order to provide access for persons with disabilities, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by further amending section 207, as amended by Public Laws Nos. 5-2, 5-50, 7-6, and 7-91, to require the consent of Congress for the removal of Attorney General and for other purposes.

To further amend Public Law No. 7-78, as amended by Public Laws Nos. 7-80, 7-111, 7-113, 7-127, and 7-129, by ending sections 1, 2, 3, 4, 5, 8, 12, 14, and 15 to appropriate the sum of $1,127,163 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, as supplemental funding for the executive branch, legislative branch, judicial branch, Public Auditor, agencies of the National Government, marine surveillance program, and special programs, grants, subsidies, and contributions; to reduce the funds deemed to come from the capital account of the Compact of Free Association; to authorize two more positions in the Department of Resources and Development; to authorize one more position in the former Department of Human Resources and to allocate those positions between the new Departments of Health and Education; and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by further amending section 207, as amended by Public Laws Nos. 5-2, 5-50, 7-6, and 7-91, to make appointments to Deputy Chief of Mission positions require the advice and consent of the Congress, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new subchapter IX to establish a Fisheries Project Revolving Fund, and for other purposes.

To further amend title 1 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-56, 6-105, 7-20, and 7-31, by adding a new section 504 to create a National Flag, National Flagstaff and procedures for rendering a flag of the Federated States of Micronesia "official," and for other purposes.

To further amend title 41 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-21, 6-9, and 6-38, by adding a new section 803 of chapter 8, for the purpose of prohibiting the sale of tobacco products to minors, and for other purposes.

To propose an amendment to subsection (e) of section 2 of article IX of the Constitution of the Federated States of Micronesia for the purpose of providing that the States may impose a surtax on any National income tax, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 201, as amended by Public Laws Nos. 5-81 and 7-54, for the purpose of exempting from the import tax certain construction materials and animal feed, for the purpose of exempting from the import tax gasoline and diesel fuel under certain circumstances, and for other purpose.

To further amend title 32 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-21, 5-54, 5-109, 5-134, and 6-36, by repealing section 211 in its entirety and by further amending sections 202, 209, 210, 213, 214, as amended by Public Laws Nos. 5-21 and 5-134, to amend the Foreign-Investment Act to eliminate the power of the Secretary Resources and Development to impose limitations on the issuance of foreign investment permits; to require the Secretary of Resources and Development to obtain the approval of certain State authorities before issuing an interstate foreign-investment permit; and to require the President to approve foreign-investments before their issuance; by renumbering section 212 and sections 215 through 229; and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending section 405, as amended by Public Law No. 6-11, to remove the authority of the Committee on Resources and Development to approve fishing agreements when Congress is not in session, and to require Congressional approval of agreements involving fewer than 10 vessels, and for other purposes.

To appropriate the sum of $150,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the purpose of funding a dry dock feasibility study, and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-120, 6-111, 7-118, 7-119, and 7-120, by further amending section 603, as amended by Public Laws Nos. 5-120 and 7-118, to raise the amount that individuals receiving benefits may earn without a reduction in benefits, to correct technical errors, and for other purposes.

To further amend Public Law No. 5-80, as amended, by further amending section 2, as amended by Public Laws Nos. 5-108, 6-34, 7-50, 7-65, 7-94 appropriated for public projects in Kosrae State, and by further amending section 3, as amended by Public Laws Nos. 6-34, 7-15, 7-52, and 7-94, for the purpose of changing the allottee of certain projects appropriated therein, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending a new subchapter IX of chapter 6 to establish a National Government Housing Loan Guarantee Program Fund, to appropriate the sum of $2,500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993 to  provide capitalization for the National Government Housing Loan Guarantee Program Fund, and for other purposes.

To further amend the Public Law No. 7-78, as amended by Public Laws Nos. 7-80, 7-111, 7-113, 7-127, and 1-129, by further amending section 2, as amended by Public Law No. 7-113, to appropriate the sum of $186,625 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the purpose of providing supplemental funding for the operations of the legislative branch, and for other purposes.

To appropriate the sum of $25,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1994, for the purpose of funding the activities of Pohnpei Micronesia Bound, Inc., and for other purposes.

To further amend title 30 of the Code of the Federated States of Micronesia, as amended by the Public Laws 5-122, 6-80, 6-109, and 7-25, by repealing all sections of chapter 1 of title 30 except section 122 thereof, renumbering and relocating said section 122 to a new chapter 2 of title 30 entitle "Investment Development Fund," and enacting new sections of chapter 1 of title 30 for the purpose of reorganizing the Federated States of Micronesia Development Bank, and for other purposes.

To appropriate the sum of $750,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the purpose of constructing a new National Post Service building, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by further amending section 202, as amended by Public Law No. 7-91, to require the President to consult with the Congress and its appropriate committee in the process of extending formal diplomatic recognition to a foreign government by the Federated States of Micronesia, and for other purposes.

To further amend title 9 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-70, 5-95, 5-96, 5-103, and 7-122, by further amending section 302, as amended by Public Law No. 5-70, to do away with special polling places in other States of the Federated States of Micronesia or abroad, and for other purposes.

To further amend Public Law No. 7-96, as amended by Public Law No. 7-126, by further amending section 6, as amended by Public Law No. 7-126, for the purpose of changing the allottee of certain funds previously appropriated therein, and for other purposes.

To appropriate the sum of $51,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1992, for the purpose of updating, publishing and distributing the Code of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $150,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the purpose of constructing a junior high school in Fananu, Chuuk State, and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 19993, for the purpose of constructing a typhoon shelter on Fananu, Chuuk State, and for other purposes.

To appropriate the sum of $2,200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1994, for the purpose of funding a coconut milk processing plant project, and for other purposes.

To create a Sports Recreation Board, to foster an coordinate National sports and recreation programs, to provide for the renovation and building of sports and recreation facilities, to create a Sports and Recreation Fund, to appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1994 for the Fund, to authorize the appropriation of monies in fiscal years 1995 to 1998 for the Fund, and for other purposes.

To appropriate the sum, of $6,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, to provide funding for the payment of the membership quotas and subscriptions of the Federated States of Micronesian the International Monetary Fund,  the International Bank for Reconstruction and Development, the International Finance Corporation, the International Development Association, and Multilateral Investment Guarantee Agency; to authorize the Federated States of Micronesia to issue promissory notes to the International Monetary Fund, the International Bank for Reconstruction and Development, the International Finance Corporation, the International Development Association, and the Multilateral Investment Guarantee Agency for the Payment of a portion of the membership quotas and subscriptions of the Federated States of Micronesia in the International Monetary Fund, the International Bank for Reconstruction and Development, the International Finance Corporation, the International Development Association, and the Multilateral Investment Guarantee Agency; and for other purposes.

To further amend Public Law No. 5-122, as amended by Public Law Nos. 6-21, 6-109, and 7-106, by amending section 5 to enlarge the class of potential recipients of Investment Development Fund loans, and for other purposes.

To appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1994, for the purpose of extending and/or surfacing the airstrip at Ta, Mortlock Islands, Chuuk State, and for other purposes.

Forming and admitting a new State to the Federated States of Micronesia, the State of Mortlocks, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by adding a new chapter 7, the U.S. Tax information Exchange Agreement Act, for the purpose of authorizing the Federated States of Micronesia to enter into a Tax information Exchange Agreement Act, for the purpose of authorizing the Federated States of Micronesia to enter into a Tax Information Exchange Agreement with the United States of America and providing for the legal means and mechanisms for the Federated States of Micronesia to comply with such an agreement, and for other purposes.

To appropriate the sum of $56,300 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the payment of a money judgment rendered against the Government of the Federated States of Micronesia as provided by section 705 of title 6 of the Code of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $25,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30,1993, for the payment of a money judgment rendered against the Government of the Federated States of Micronesia as provided by section 705 of title 6 of the Code of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $120,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the purpose of expanding the FSM Embassy in Tokyo, and for other purposes.

To appropriate the sum of $250 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the purpose of paying the National Government's share of settlement amounts agreed to in Linter Tolenoa v. Tafunsak Municipality, Kosrae State and the Federated States of Micronesia, and for other purposes.

To appropriate the sum $55,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the purpose of funding the operation of the Micronesian Maritime and Fisheries Academy located in Yap, and for other purposes.

To appropriate the sum of $52,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1993, for the purpose of reappropriating certain lapsed funds for Community College of Micronesia repair and renovation, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new section 110 and a new subchapter IX of chapter 6 for the purpose of setting aside certain excess revenues until fiscal year 2002, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 201, as amended by Public Laws Nos. 5-81 and 7-54, for the purpose of lowering the import tax on food, and exempting construction materials from the import tax, and for other purposes.

To further amend title 12 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-22 and 5-23, by amending section 1401, as established by Public Law No. 5-22, by repealing sections 1402, 1403, 1404, 1405, and 1406 in their entirety and adding new sections 1402A, 1402B, 1402C, 1402D, 1402E, 1402F, 1402G, 1402H, 1402I, 1402J, 1402K, 1402L, 1402M, 1402N, and 1403 in lieu thereof, by adding a new section 1408, and by renumbering sections 1407, 1408, 1409, and 1410, for the purpose of establishing fair procedures for extradition proceedings, and for other purposes.

To appropriate the sum of $28,732,017 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1994, for the operations of the executive branch, legislative branch, judicial branch, Public Auditor, agencies of the National Government, and for special programs, grants, subsidies contributions, and refunds of the National Government during fiscal year 1994; to establish a budget for Compact sections 214(b), 215(a)(2), 216(a)(2), 216(a)(3), and 221(b) and to appropriate special funds available therefore under the Compact; to establish a development budget and to appropriate funds available therefore under the Compact; to establish employment ceilings; and for other purposes.
