Congress Extends President's Public Health Emergency Declaration

PALIKIR, POHNPEI. November 27, 2020 – The 21st Congress of the Federated States of Micronesia adjourned its 9th Special Session on November 25, 2020, with the following Congressional Acts and Resolutions.

Beginning with CR21-228, is a resolution extending the President’s Public Health Declaration in response to the Covid19 Global Pandemic, but more importantly, to set preparations and measures for a possible outbreak of the virus should it surface FSM’s shores.

CR21-227 is a resolution requesting the Board of Regents to take consideration in naming COM’s Main Administrative building to the ‘John McCain Building’. Senator McCain was a strong proponent and instrumental in the move towards expanding eligibility to Micronesians in receiving Pell Grants for postsecondary education.

CR21-221 is a resolution for approving a grant in the amount of $200,000 from the United States Department of Education, Division of Special Services, Office of Special Education Programs, to fund and support the FSM Certificate in Educational Leadership Policy and Practice Project, including all the terms and conditions of the assistance.

CR21-222 is a resolution Approving and accepting a grant from the United States Department of Health and Human Services, Health Resources and Services Administration, in the amount of $102,499, to fund and support the Maternal and Child Health Services Program of the FSM Department of Health and Social Affairs.

On a sad note for Congress, CR21-226 is a resolution expressing the sincere condolences and sadness of the Congress of the Federated States of Micronesia to the family of the late Honorable Alik L. Alik, former Vice President and Congress Senator, on his passing on November 7, 2020, at the age of 67 years old.

For congressional acts, beginning with CA21-226, is a congressional act passed by Congress to expand eligibility to other businesses beyond the Tourism Industry Mitigation Fund.

Congressional Act CA21-227 to broaden the mandate of the Joint Committee on Compact Review and Planning (JCRP) in order to achieve the overall goal of the Amended Compact, and for other purposes.

CA21-341 is an act to appropriate $665,000 of additional funds from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2021, to provide funding for the Federated States of Micronesia’s membership fees and activities in INTERPOL and to fund the COM-FSM Endowment Fund, and for other purposes.

CA21-219 is an act to establish a ‘President’s Day’ holiday to take effect on November 23, 2021, and subsequent dates thereof.

The following Congressional Acts are amendments to change the use and allottee of certain funds previously appropriated therein, to fund public projects and social programs beginning with the State of Pohnpei with three acts, CA21-228, CA21-222, and CA21-220. In the same manner and in respect to the State of Kosrae, we have CA21-223 and CA21-221; for both States of Pohnpei & Chuuk, we have CA21-225. CA21-228 is an act for a technical amendment for all states of the FSM to change the allottee and use for certain funds for the fiscal year ending in September 30, 2020, and for other purposes.
